President's dream, why are you seeking approval in the Convention?

Vjosa Osmani has been insisting that the upcoming agreement with Serbia be approved in the Kosovo Assembly for several days. This position of President, never mentioned by Prime Minister Kurti. A day after Prime Minister Albin Kurti had granted reconciliation for the European proposal in Brussels, which was made public with the completion of his meeting with EU High Representative Josep Borelli and Serbia's President Aleksandar Vuciq, President Osmani had come up with a response to the text content of this proposal.
The chief of state had estimated that the February 27th meeting in Brussels marks a positive moment in the dialogue process for normalising relations between the Republic of Kosovo and Serbia”.
Osman, however, had stressed in this reaction that some light proposals had been accepted in Brussels, which he later described as concessions.
With this agreement, even some light proposals have been accepted yesterday, related to the self-advancing of the Serb minority in Kosovo and regulating the legal status of the Serbian Orthodox Church. The text of the agreement does not fully clarify the implications of these as well as some other issues, which must necessarily be clarified before the Implementation Plan” is finalised, President Osmani said in her statement.
The president had demanded that the Kosovo Parliament say the word for the agreement because it affects some <x0-cycategoric constitutional constitution prior to Article 18 of the Constitution of the Republic of Kosovo”.
“The president considers that the final word about this agreement should say Kosovo's Parliament, since it affects the previous constitutional category in Article 18 of the Constitution of the Republic of Kosovo”, spokesman Bekim Cupina said in response to the media.
A similar request was made by the head of state about 20 days later Friday, when she met US emissar Gabriel Escobar, who came to Pristina the day before the meeting in Ohrid.
After meeting with the US diplomat, she said it is important that any agreement reached within the dialogue be applicable and implemented and that it also has the support of the people and the Kosovo Assembly.
The “is essential for any agreement reached in the dialogue to be applicable and implemented and supported by the people and its democraticly elected representatives. We will continue to work for Conensus in the country and ensure that the agreement after it is signed with the implementation plan is approved in the Kosovo Assembly, and its implementation is effectively made”, she has stated.
But, what is the reason for this insistence, since mediators have not demanded that the agreement go to the Assembly for approval, according to Gazeta's sources.
According to all likelihood, this relates to the response of the president of February 28th, where she stressed that the <x0-seat constitutional category preceded in Article 18 of the Constitution of the Republic of Kosovo”.
So the country's president is not sure that the agreement is completely <x0ok” in relation to the Constitution, so its adoption in the Assembly would put its burden on the occupants, if it comes to saying its word to the Constitutional Court, and eventually finds violations.
Opposition parties after publishing the European Proposal for the Kosovo-Serbia Agreement have hit hard with Prime Minister Kurti because her text does not contain recognition. They also say that with this plan Serbs are given some sort of autonomy, while they also have reservations about the article discussing the status of the Serbian Orthodox Church.
It seems that part of the President's insistence is linked to these opposition attitudes. With the eventual sending of the agreement to the Parliament, it attempts to trap them by forcing “to vote for an agreement that has sharply criticised the past few weeks.
The demand for the deal to go to the site has neither Prime Minister Kurti nor Chief Parliamentary Glauk Konjufca, who also met Escobar on Friday.

Nor did Kurt have requests similar to Osman.
The European proposal has been named and accepted by Kosovo as a good base and solid platform to move towards full normalisation of relations between Kosovo and Serbia, with mutual recognition at the centre. Against sending the deal, even some analyst has indicated, praising that Kosovo is not good enough to submit it to the Parliament by taking unilateral obligations, as Serbia will bring the eventual agreement with Kosovo to its decision.
