The conflict management specialist and one of the observers of political dynamics in the Western Balkans, Daniel Serwer, has commented on the content of the draft Association of Serb-based municipalities in Kosovo, which has circulated in the media in recent days under claims of authenticity of the document presented by the European Union (BE).
