Has Kosovo officially accepted the Association, asks Doiche Well, Kosovo Foreign Minister Donika Grovall, and she answers this way:
I don't know which association you're talking about, there's an association of 2013, there's been an agreement between Kosovo and Serbia, which the 2015 Court has declared as a violation of more than 22 articles. We have a new proposal, a new European Union document, on the thick line has a completely different approach from to the past. But these are all the things we will talk about during an intensive process with the European Union, and it all depends on whether this proposal will be, which will bring about final normalisation with Serbia or not. If any kind of document serves only for Kosovo and does not serve the normalisation of relations with our neighbour then we are very skeptical of how appropriate it is to discuss”
Total interview:
DW: German Foreign Affairs Minister Annalena Baerbock invited representatives of different EU countries and candidate and accession countries to talk about the future of the EU to Berlin on November 2nd. What are Kosovo's expectations?
Gervailla Schwarz: It is good that Germany has invited us to talk about the European Union together with the states that aspire to the European Union. It is also important not to forget the main priorities facing the European Union and all states in Europe, in times when war has returned to Europe. In times when war is threatened to spread further over our continent, a clear language, a clear strategy of the European Union, and primarily large and powerful countries like Germany, is needed.
DW: What should the European Union do to solve the stalemate between Kosovo and Serbia?
Gervailla-Schwarz: We are expected to declare what happened on September 24th. We're still on hold and still the answer we hear is that we haven't completed the investigation. I think it would have been completed long ago, because the evidence is very clear about what happened on September 24th in Kosovo, the act of September 24th was carried out by terrorist methods, but it was an open act that has attempted to annex, that is, to invade Kosovo's territory and we expect a very clear language from the European Union and member states of the European Union that otherwise confidence to negotiate with Serbia has weakened greatly.
DW: You have even called on the EU address before, but it has not changed attitude. What exactly do you expect to happen?
Gervailla-Schwarz: We can only call on the European Union, we cannot impose our attitudes. We can perceive and be clear, whether in presenting evidence about the act of aggression that has been committed, and in order to use all diplomatic and public channels to sensorize states. This is what we can do, the other is about the European Union, and I don't believe that the European Union wants and this conference is a good opportunity, I don't believe that the EU will lose more of its credibility, even too much spent in our region.
DW: Has Kosovo officially accepted Association...
Gervailla-Schwarz: I don't know which association you're talking about, there's an association of 2013, there's been an agreement between Kosovo and Serbia, which the 2015 Court has declared to be a violation of more than 22 articles. We have a new proposal, a new European Union document, on the thick line has a completely different approach from to the past. If any kind of document serves only for Kosovo and does not serve the normalisation of relations with our neighbour, then we are very skeptical of how appropriate it is to be discussed.
DW: German Chancellor Olaf Scholz said you accepted the proposal for Association.
Gervailla-Schwarz: If you read the prime minister's statement carefully after the meeting in Brussels, then you will know that the prime minister has made an open and frank statement to sign three documents. That same day Serbia has rejected that offer of our prime minister through the European Union, so this is now being postponed for the future, and how it will happen in the future, and whether it will happen in the future, all open questions remain.
