Scepticism for a Kosovo- Serbia within 2019

Despite recently intensified efforts by the Euro-Americans, there is little hope that implementation of the Brussels Agreement and the annexes of Ohrid will begin this year, including the founding of the Association of Serb-run municipalities. The positions and opposition are sceptical of such a thing, until they blame Serbia for destructive approaches. On the other hand, connoisseurs of the dialogue process accuse the European Union of having no proper mechanisms to put dialogue on track.

Vetevendosje Movement MP Adnan Rrustemi says of Kosovo Preress, that without a signature of the Brussels and Ohrid accords, as well as of the sequence plan, there can be no implementation of them.

However, he also questions the real acceptance of Prime Minister Kurti's Euro-American proposal for the Association draft, saying that even in Kosovo there may be new elections.

“The negotiations will certainly last longer, I believe until after the elections in Serbia and will probably start with the establishment of the new government, if there is no choice even in Kosovo that then a four-five-month-long” will be produced, he declares.

Meanwhile, AAK deputy Pal Lekam says the impasse and uncertainty of implementing the Brussels and Ohrid Agreement is because Serbia is not interested in implementing anything in that deal, except the Association.

On the other hand, dialogue connoisseur, Lightro Arifi, says dialogue has slipped to a point where parties only accuse each other, as the EU is not having mechanisms to force it to implement the agreed deal.

He says neither the establishment of the Association believes it will happen, despite Prime Minister Kurti's said he accepts the draft of the Euro-American Emissions for the same one.

That's the whole problem that we've seen so far and another problem will be the implementation of this agreement, that's the big point, when it starts, who starts and what it does. Following the failure of the results at the Kurti-Vucciq meeting on 14 September and after the Serbian terrorist attack on Zvecan Banjsk on September 24th, Euro-American diplomats on 21 October presented a new plan for implementing the Brussels and Ohrid Agreement, where, among other things, they presented a draft for implementation of Article 7 of the agreement, which speaks of the Serbs' self-dating in Kosovo, subsequently the founding of the Association, which Prime Minister Kurti said he is willing to sign, along with the basic agreement and the side, but that Serbian President Vuci refused.

Kosovo institutions' draft has not yet been published, however, one published by former AKI Chief Inspector Burim Ramadani, who has said it is the original that has been proposed by the Euro-Americans.

During this week, concerns about the draft Association also raised Kosovo president, who said there are two-three elements that have durability and that need to be clarified.
