In an interview for Atlantic Council, Havenier stressed that the EU draft state meets US expectations, that it is not an autonomous province within Kosovo and that it is fully in accordance with the Kosovo Constitution.
The “should be in line with the Constitutional Court's decisions. There shouldn't be executive powers. This is not an autonomous province within Kosovo. There is an emergency, there is a demand that things move quickly. It's not only about association, it's about full implementation of all the obligations Kosovo and Serbia have in the Ohrid Basic Agreement. We are working with the Kosovo government to make things go ahead of”, Havenier has said.
Differently, yesterday Houvenier in a statement before the media has said the draft status that has been proposed to Kosovo for the formation of the Association of Serb majority municipalities meets all criteria that the United States foresees for it.
Hovnier has said before the media that, however, the final word for this draft should give Kosovo's Constitutional Court, and one of the draft provisions is that it will be analysed by this court.
