Havenier: The Association Bill that has been handed over to the Government is in line with the Constitution

Ambassador of the United States, Jeff Hovenier, has said that the draft committee Association of Serbian Majorities draft that has been accepted by Prime Minister Albin Kurti in Brussels is in line with the Kosovo Constitution. ” I've had a chance to discuss with President Osman and I don't know... I mean, she [...]
” I have had the opportunity to discuss with President Osmani several times and I don't know... I mean, she can speak for herself, but I don't know if it's right that her views are regarded as doubts, not as I think I understand her concerns that there are ways that could potentially be misinterpreted that they are not in accordance with the Constitution of Kosovo. As president, of course she has the right to express her concerns and after she has been approved and sent to the Constitutional Court for Review that needs to happen is part of the process as I understand it, she, as president of the Republic, has the opportunity to offer her views to the Constitutional Court. I can only express the view of the United States government: we believe that any Association of Serb majority municipalities that are founded must meet a set of different criteria. The first -- must be in line with the current Constitution of Kosovo; not have constitutional changes. The second -- must be in line with the Constitutional Court's previous ruling regarding the Association of Serb-run municipalities. There should be no executive authority. It shouldn't be another level of government. So we ʹ and our European partners appreciate that this draft status, which has been handed over to the Kosovo government, meets these criteria. It meets them; it is limited in those ways. So we are convinced that he can go on walking as such. One more thing, I think I said earlier, but I think it's important to repeat: the question of whether this draft is constitutional or not can only be answered by one organ. Of course not from the ambassador of the United States or anyone else. This is the responsibility of the Constitutional Court of Kosovo. For this reason, in my view, it is very important and urgent that the government complete its process, approve it and take it away so that the Court decides. ”, Hostier said at T7.
He also said he expects Kosovo and Serbia to implement the agreement in order to move forward.
The first “, I want to be very careful about what I said and what I said is that the United States fully supports the draft status that has been handed over to the Kosovo government by EU representative Lajcak and representatives of Germany, France, Italy and the US. I would like to mention again the letter you referred to, from the Chancellor of Germany, the president of France, and the prime minister of Italy, who speaks of him as having fully supported and accepted the statute. It is a very remarkable thing that the top political leaders of these countries invested to see that Kosovo advances in its European and Euro-Atlantic trajectory, showing the way to move forward through the handing over of a draft state that would help Kosovo meet a critical step it needs to meet, which is the implementation of association, which we expect to see Serbia move forward in implementing its obligations under the basic agreement, which in the letter from those leaders refers to as recognition de facto, the ambassador said.
