Hovenier calls these important meetings in Brussels and says the international community's clear welcomes are implementation of the Agreement, “without conditions and without delay”.
In this interview, Houvenier also speaks of the draft Association that the diplomatic five brought to Kosovo last Saturday, its control by the Constitutional Court, concerns about a Serbian republic in Kosovo.
The American ambassador also speaks of possible consequences if he does not implement the agreement and obligations agreed on by Kurti and Vuciq and speaks of the idea of changing borders, which he thus says: “I think that would only work if there was political support from both sides to”.

1. Hostier for recent Brussels meetings
I think we should view that meeting as it is, as an extraordinary opportunity, that the German Chancellor, French President, French Prime Minister, President Charles Michel, who were sitting down to see where things are and to inspire progress in this process.
If you read the joint statement, there are important things there, expectations for parties to fully implement the Agreement
They point out that it must be done unconditionally and without delay, and notice that Kosovo particularly moves forward with the establishment of Association and in terms of Serbia, to fulfil the pledge to acknowledge de verio.
This is the important incentive to move forward, which the US fully supports.
2. Signing agreement
Havenier: If you look at the common declaration of leaders, they expressed expectations for Kosovo and Serbia to fulfil their pledges in full implementation of the normalisation agreement, and they point out they want to see this preconditions and without delay.
We believe that the basic agreement and implementation annex are legally binding.
The Council of Europe approved it in its conclusion.
The EU announced that in EU membership protocols for Serbia, and the SAA for Kosovo are involved in their obligations, and no question is whether these obligations are sustainable.
3. Association Drawr
Havenier: The association should be in accordance with the Constitution, with the Constitutional Court's decision on this issue, with Mogerin's letter, with an editorial of Choloet Escobar.
Is it in harmony with the Constitution?
We believe so. But I will also stress that we accept that one of the final elements to determine its constitutionality is the Constitutional Court.
We do not want an entity similar to Republika Srpska. We think this draft statute bypasses this. We believe it is in accordance with the Constitution.
So that's my answer to those who have this concern and my response to this concern but I think these concerns are addressed in the draft of this statute.
4. Consequences of not implementing the Basic Agreement, Ohrid Anex
Havenier: If you read the statement of three European leaders, they use words such as emergency, quickly, without delay, rapid progress, without preconditions. So here's an emergency and we agree.
The basic agreement and an annex of Ohrid is a good deal, and we agree.
We think that the longer it is delayed, the more fragile the situation becomes.
And so, we're not interested in a fragile situation.
5. The idea of changing borders
Havenier: I think this would only work if there was police support for it on both sides.
I don't think so. As far as I understand, I don't believe there's support from both peoples for that. And so I think it's out of the question and our government is a closed issue.
We have a very good agreement between Kosovo and Serbia. There's a very good deal there.. /Periscopi/
