Serwer: The last Franco-German version, these are news and defects.

American analyst and professor Daniel Serwer, who closely conveys developments in the Western Balkans, especially those that connect to Kosovo-Kosovo dialogue. Serbia has made a comment regarding the latest version of the Franco-German proposal that was made public several days ago. Serwer says the Berlin and Paris proposal is a step in the right direction, if implemented fully, however, says there are some suspicious additions and important elements missing.
He says the new one in the latest version that was published is that more details are being provided on issues related to the Association of Serb-based municipalities than he has seen in earlier documents.
Here it quotes the published document that says “The two sides opt for reaching concrete agreements, in line with relevant instruments of the Council of Europe and the use of existing European experiences, in order to ensure a proper level of self-government for the Serb community in Kosovo and access to service delivery. in Kosovo. Kosovo. [As] some specific areas, including the possibility of financial assistance from Serbia and direct communication channels between the Serb community and the Kosovo Government”.
Serwer says the first of the top paragraphs is good because it fails to refer to the Constitution of Kosovo as basic black for “concrete agreement”.
Then it says mutual solutions are also lacking for Albanians living in Serbia.

In the important things missing, Serwer says it is recognition of Kosovo by the five EU sides that continue not to recognise Kosovo. Serwer says that even with five recognitions, the current proposal does not approach the two Germanys' basic agreement, since the two Germanys had agreed to become UN members.
In the case of Kosovo and Serbia, Serwer says something like this is not possible since Russia would require an unacceptable price.
“Trying to get recognition from five non-recognitions is a breach of the deal. Perhaps it should not be in this text, but it would have to happen in order for Kosovo to be convinced that normalisation was real. Even with these five recognitions, this deal would not approach the German/German Base Treaty, which is allegedly modeled. This caused the Federal Republic and the Democratic Republic to become members of the United Nations. There is no such possibility here, as Russia would require an unacceptable” price, says Serwer.
Finally, Serwer says pressure must be put on Belgrade and Pristina to make the necessary compromises. He adds that pressure on Kosovo has long been visible and that it is easy to pressure a country that does not have an alternative other than to join NATO and the EU.
American professor says pressure on Serbia is much smaller, until Alexander Vucic has played successful defence games by balancing Russia and China against The US and the EU.
