National Police Chief Ihor Klymenko said nine of the dead were aboard the plane, which crashed near a kindergarten and a residential building in the eastern suburb of Brooklyn.
Ukrainian Interior Minister, his deputy and another official were among the 16 victims.
Two of those killed were children. According to reports, 22 people have been admitted to the hospital, including 10 children.
