Hoti has written on Facebook that the Ministry of Finance has delayed carrying municipal means for months.
“The municipality requirements for the transport and re-assignment of personal means have been expected for months for approval by the Ministry of Finance, losing summer months when it is the optimum time to carry out capital projects. When requirements have been adopted, it has become too late to conduct procurement procedures and implement those projects within the year. According to the law, it is the exclusive right of municipalities to decide what private revenues will be used for. The demand for personal revenues is approved according to formal legal procedures and does not submit to the discretion of Finance Minister”, he wrote.
