The reciprocity push for license plates and entry documents with Serbia was proposed by European Union for Foreign Affairs High Representative Joseph Borrell, or was it a proposal by the US? This issue has led to successive exposures.

Despite that, Kosovo's deputy prime minister, and at the same time chief negotiator for the Kosovo-Serbia dialogue, Besnik Bislimi has exposed Gervala, indicating that the requirement for postponing reciprocity came from Borrell, the day before the start of implementing this decision.
