Shkelzen Maliqi for Periscope: Government prepare a concept for Association

In an interview with Periscope you can read below, Mr. Maliqi comments on all recent political developments in our country.

Periscope: How did Kurt's decision to postpone the implementation of reciprocity for license plates and documents by September 1st comment? - That demand, in fact, was the American Embassy (international sector) in our country. This is seen as a major change of Mr. Kurti, considering his earlier statements about what is called international power. How do you see this?

Mountie foot: I think something has changed in the reports to Prime Minister Kurti and the US, even though on the first day where reciprocity measures were, it seemed as if it had not been co-ordinated, but later the American Embassy has confirmed that these are the measures that need to be taken, only that they have asked to be postponed for a month because it needs to be worked on the other side, because in essence not only. The US, but also the other embassies and the EU, realize that there are measures of nature that simply require full integration of the Serb community, especially in northern Kosovo. So far they haven't paid electricity, nor has the agreement been reached on how they're going to pay to integrate into our system, and they're also registering squirrels here, not license plates, and they're not actually constitutional.

Serbia should also give up the measures it has on Kosovo citizens when they move to Serbia because it is not allowed with Kosovo IDs to go there, it is simply a period for Albin Kurti to be not under pressure but reasonably so that this time he can be brave in his fingernails so obedient to American and EU demands that he can be given another month. This is something that has taken time to realise as a deal, there are now differences between the SRPSK and Serbian and internationals in interpretations of the agreements even here is clearly seen especially Americans do not want to be tolerant towards Serbia in the context of the geostrategic development of Ukraine's war, where Serbia appears to have overstepped all the reasonable limits of Kosovo.

Periscope: What happens in 30 days when reciprocity starts to apply, do you think there may be tensions again?

Mountie foot: I'm thinking tensions have always been predictable because here they've always been asleep in Belgrade not only this time. Even our government seems to have the support of the opposition, Kosovo is in this case at the front line that's the market even in the case of the Serbian List's statement that they want to tear down the government and join the opposition, where the response has been from opposition parties that they are no longer a line in this respect, will not join the Serbian List to crash the government, at least not on this issue in this context. Serbia can only prove once again, but as it always does, it is good to see that the blocker of the settlement dialogue is not only our government nor the attitude of the opposition in Kosovo, but it is Belgrade, which still considers whether not Kosovo as a whole, but the part where the Serb majority lives, is instrumentalising in the streets or using those tools, which as always this scenario is repeated with the condition that the changes not happen that the Kosovo Serbs, especially the northern ones, are not integrated in Kosovo, even though they vote here but are constantly consulting with the government of Serbia. But I think this can't go on without borders.

Periscope: President Osmani in a recent BBC interview has sent a message to Russian President Vladimir Putin that he will fail in trying to destabilise the Western Balkan region. How do you evaluate these messages?

Mountie foot: That's more propagandistic to say that's more to our opinion. I don't see it as any stance, it has Kosovo's entire political spectrum against Russia's aspirations and the Ukrainian war that is aggressive, so this is just a line of president for populist purposes.

Periscope: The opposition in this whole situation, in Mr. Maliqi?

Mountie foot: The opposition is in a relatively convenient position especially in this crisis situation, it has so far been right when criticising the government and Kurti personally because its shares did not co-ordinate them properly with international factors, especially with the US. So even some of the government's earliest shares have been seen inconsistent with internationals and to say the cause of the crisis, and I think there's no need for that.

Periscope: Where is the Kosovo-Serbia dialogue?

Mountie foot: The idea is that with Serbs for several years it should be current that there should be an inclusive Kosovo-Serbia agreement, when I say inclusively, in this respect both our government and the opposition have to trust international partners that this can only be achieved the question of what Kosovo plans should offer is an issue that pressure us both the EU and America, to create association of Serbian municipalities.

Maliqi: I think this government is mistaken for preparing a concept for Association.

I think that even this government errs like the other ones that hasn't in time prepared a concept for this association that will be in line with recommendations and assessments of the Constitutional Court, which has seen many shortcomings in that initial agreement for creating association that allow different interpretations or that instrument or this association to break apart the creation of a kind of state within the state should not have these executive powers to start as Republika Srpska's republic in Bosnia and so on and so on and so on with the majority of allied states where we should have our own tax teams, which, i mean, she could have been a kind of an advanced Kosovo voice that protects her interests. The model Serbia has for minorities who live there can also be taken but simply with pro-active attitudes not only to say that we accept association. The association as such is in international obligations only to be seriously employed that association is not to say that third-level power autonomy, because I doubt Serbs will use even further as they now use the Serbian List to make instructions to Kosovo development, I think Kosovo Serbs should integrate. /Interview: Besarta Hoti/Periscopi/
