Radio Free Europe has reported calling to diplomatic sources in Brussels that German Chancellor Olaf Scholz and France's President Emmanuel Macron have contacted Kosovo Prime Minister Albin Kurtin and Serbia's President Aleksandar Vuciq before the meeting..
According to these sources, they have been contacted to encourage them in reaching an agreement and in avoiding escalation of the situation.
Many international leaders have expressed their expectations at the meetings of these two leaders. That's what the leaders themselves understood. Even though we had no agreement on the final way to address the issue, the process is continuing”, sources within the EU were quoted as saying.
The Kosovo government has come out with communiqués for Prime Minister Albin Kurti's yesterday meeting with Serbia's president, Aleksandar Vuciq, with the mediation of EU Diplomacy Chief Josep Borrell and EU envoy for Kosovo-Serbia dialogue Miroslav Lajcak.
According to the Government, the meeting also discussed the final agreement.
“Today there were two topics on the agenda. The first was the discussion of the General Framework Agreement. Prime Minister Kurti stressed that this agreement should be legally binding for the full normalisation of bilateral relations in the centre. He introduced several chapters with relevant elements that should contain this framework. The second topic was the current political and security issues for which Prime Minister Kurti pointed to the importance of legitimacy and constitutionality in our country as guarantees of peace, security and equality for all citizens indiscriminately”, the communiqué says.
Otherwise, after the meeting, European Union High Representative Josep Borrell said Kosovo and Serbia have reached no agreement on the issue of Serbian license plates and documents during the new round of dialogue held on 18 August in Brussels.
But, he said the parties have agreed to continue discussions in the days ahead.
We don't have a deal today, but this is not the end. Both leaders have agreed that the process needs to continue and that discussions will resume in the coming days. There's still until September. I don't give up”, Borrell said.
Borrell said that today's meetings in Brussels between Kosovo Prime Minister Albin Kurti and Serbia's president, Aleksandar Vuciq, with EU mediation, were not the usual “meetings”, but “meetings for crisis management”.
Discussions in Brussels come three weeks after increasing tensions in northern Kosovo, as Serbs set up barricades on July 31st and August 1st to challenge the Kosovo Government's decisions on Serb license plates and documents. Barricades were removed in the afternoon of August 1st, and the Kosovo government postponed implementation of decisions by September 1st.
