“I don't know how to get out of the winter”, says this citizen from Fushe Kosova, who heats up the house with the diapers.
“Dir can be unpredictable, temperatures can be very low, they're saying there's no, I can't even have financial means... except I work in family”, he says.
A ton of this fuel last year has cost about 200 euros today cost up to 450.
Besnik, who works at a tourist agency and pays 455 euros a month, says last year he bought five tonnes of diapers with 900 euros.
This winter, the 7-member family holder says he will need over 2,000 euros to meet the needs.
In addition to the increase in prices, there is a lack of diapers on the market. The reasons are different from increasing demand to reducing production.
The Kosovo government has already called on citizens to find alternative heating during the winter because of the unstable energy situation.
And these options are either diapers or wood.
By the government, too, they have pledged that they will identify extinct diaper factories in Kosovo and that they will consider opportunities for their activism, with the aim of increasing production.
In a statement on August 10th, Economy Minister Artane Rizvanolli has said that many diaper-making companies have come out of the market in recent years, but have not shown their number, nor the reason for extinction.
The REL has asked the ministry that heads it if it has identified an extinct company and what are the possibilities for their support, but has not received answers.
REL has talked to Xhevat Shala, whose company “Echo-Pelett” was closed five years ago.
He says that small business space and the inability to invest more has forced him to close the Pec-based company.
“Investing has been around 100,000 euros. Object space has been small. The object is in the backyard. I asked for financial help from institutions, but they haven't helped me. So I'm closed... The factory exists. If the state helps me, I can activate”, Shala says.
First Class Shortage
Bashkim Zamenu, owner of the diaper company “Thes-Ari” in the municipality of the Year, says it is producing, but in smaller amounts.
According to him, the problem has become the first class insurance, because, as it says, most countries in the region have suspended export.
Zejnullah says that, for now, the first subject is provided by Croatia, but adds that production capacity will have to reduce from about 15 thousand tonnes, as it did last year, to about 10,000.

Energy risks have become global because of market disorders that initially caused the pandemic and the coronary, and then the Russian war in Ukraine. And most countries try to save products for their own needs.
Zejnullah says the consumer's request for diapers this year has been higher than last year.
The price for his clients says it is 350 euros per tonne.
Serbia and Bosnia stopped exporting diapers?
Zejnullah says that some countries in the region, except that they have banned the first subject's export for diapers, have also banned the export of the diaper, with which many companies have been supplied to Kosovo.
So says Shud Soopyan, manager at the diaper company “Aragonit”.
According to him, businessmen in Kosovo are supplied with diapers from Serbia and Bosnia and Herzegovina, but the only state from which supplies can be made is Montenegro for the time being.
“In Montenegro cannot get the necessary amount, because the price is high even for us businesses”, he says, without providing more details.
Kosovo's Trade Ministry and Kosovo Customs have not officially confirmed the ban on the import of diapers from Serbia and Bosnia and Herzegovina, even though the media in these two states have reported from the beginning of August on export ban.
According to customs data, the value of importing this product into Kosovo during 2021 has reached about 9m euros.
In addition to the diaper, the price increase is recorded on wood and most other products. One cubic metre of wood in the Kosovo market is currently sold up to 70 euros, up from 40 euros last year's cost.
