Murati: Our association is at the door. What are the options ahead?

The chairman of the Movement for the Union, Valon Murati, has said that the Association of Serbian municipalities, Kosovo, has it at the door. Murati, through a long Facebook script, has listed some of the options Kosovo has in front of itself.

According to him, heavy political months are waiting for Kosovo, months that can determine the country's future, but also shake the political scene in the country.

Below, you can read the complete writing of Murati, where it has listed some of the options Kosovo has ahead of it regarding dialogue with Serbia:

Any success of the Kosovo government in reporting with Serbia should be happy, of course, when solutions are right like this for accepting Kosovo's identifications on the part of Serbia without additional documents and therefore not implementing the same measures on the part of Kosovo. However, we are still in the framework for implementing agreements from the technical dialogue of the past (including the issue of license plates). From the very beginning, I have considered it a completely wrong way to deal with small topics, even if in any of them there are any victories, but should insist on serious political talks on the final agreement. But since Prime Minister Kurti has so far followed the path of technical talks, and further implementation of previous agreements, serious political topics for Kosovo will now come, and especially that of implementing the association agreement. This was also warned by the special US emissary Eskobar, and what appears to have negotiated the issue most these days with international amisars. Now Kosovo, the government and Prime Minister Kurti have several roads, respectively. The first (which opposition parties also favour) is trying to implement the agreement to establish the association of Serb municipalities based on the Kosovo Constitution. This version would likely be supported by the international community, but that would not imply either final agreement or recognition from Serbia. Just talks on the final agreement continue. Serbia focuses on demands for special autonomous status for the north. Prime Minister Kurt refuses this option. The other option is for Kosovo to seek political talks on final agreements with what Prime Minister “recognised at the centre” (something presented by him on six points the last meeting in Brussels). It is likely that if recognition from Serbia came, Prime Minister Kurti would also accept the foundation of association. In this variant Serbia rejects access and insists on association as the first step towards normalising relations. In both of these options the talks fail and the likelihood that international pressure will fall on Kosovo is great, especially because of the demand for implementation of the association agreement. Pressure could lead to the government's decline, especially if we do not have an offensive approach of the prime minister to offer other solutions with Serbia. Such a decline in government by refusing solutions that could truly be problematic for Kosovo could turn Prime Minister Kurti into a populist hero, but the lack of offering political options to a politician and leader who thinks of votes, but not to solve problems. However, the odds would be great in such a situation again to get into a cycle of weak governments and political stability. Association in all its variants, though the agreement signed by Kosovo is the variant that would greatly damage Kosovo's functionality. But that requires exits from so far's negotiating schemes and political thinking of resolving problems with Serbia and doing not only with creativity but also with courage and justice. And it only enables the third option. In this version Kosovo and the Kurti government should seek final agreements, but not with central recognition, but with reciprocity at the centre: solutions for Kosovo's north to apply to eastern Kosovo as well. This would imply a serious approach to our government and also serious work, especially with Americans, to explain our commitment to a fair final solution with Serbia, since they in 2018 also opened the possibility of resolving the problem between Kosovo and Serbia through redefining borders. The principle of reciprocity between eastern Kosovo and northern Kosovo at the end would necessarily lead to redefining borders as the best solution to problems between Kosovo and Serbia. Even this option, not only has it publicly rejected but it does not treat it as a populist solution, the prime minister will not push forward, unleashing a golden opportunity that, with the legitimacy and political power of Kosovo, removes a heavy burden from its back on one side and solves the problem of eastern Kosovo Albanians on the other. In this context, heavy political months are awaiting us, months that can determine Kosovo's future as well as shake the political scene in the country.
