The Ministry's audience has already found violations in the realisation of this tender, but it has not upset the ministry to move away with these contracts.
Even if any investigations were launched, or started for this tender, contracts were already signed and expected to start work very quickly.
Periscop has found new evidence leading to the manipulation of the tender “winter and summer maintenance of the car A7 tear 1 and tear 2 and winter and summer maintenance of the A6 autoway, tear 3 and tears 4”.
For tear 2 has been awarded contract by Group of Company Leader “2A Group” KPS & NNT “ABC” KPS & “B CORP” KPS & “J UBICA” KPS.
In a review of Periscop's contracts, it is seen that the tear bid 2 has been illegal, respectively, has been deceived by the contracting authority based on the documentation that has delivered an bidder.
NNT Company ABC SH.P. K, has submitted references to the non-existing company, which has expired a few months, respectively. The offer to document the extinct company is illegal and fraud to the contracting authority.
The company, which so far has been awarded dozens of tenders by N.N.T. public institutions. ” A.B.C. ” has expired on 1103.2022.
The same day it was founded NNT ABC SH.P.K. Its owners were Arben Jetullahu, in the new, owned by Mirsad Jetullahu.
In the tender file on technical and professional capacities, the ministry has also requested “the list of contracts realised in the maintenance floor, of highways, National, Regional and Local roads, for the past three years (2019, 2020 and 2021), etc.

If the company were to change only the statute to the Business Record Agency ARBK, the offer would be accepted because there is a right to serve with documentation, but Periscope from its well informed sources has learned that it is not about changing the statute but about the company's elimination. This is also seen on the ARBK website.
Periscope has been addressed several times with questions to the Ministry of Industry, Undertaking and Trade, and the Doing Business Agency of this Ministry to look at the company's history in question whether the same has disappeared, or the statute has changed. The ministry and the Agency have refused to respond.
In the interest of editorials on this issue, it has refused to respond to even the contracting Authority, the Ministry of Infrastructure.
Periscop called the company number. NNT ABC SH.P.K, which is published in ARBK, but a company manager “2A has responded on the phone. Group”, saying this number is not with the ABC manager.
Periscop then asked questions at the manager's address in “ABC”, the Jakupi agreement, about whether there is legitimacy in their bid, as documents of the extinct company have been presented, but this manager has not returned the response so far.
On July 7th, Infrastructure Minister Lieburn Aliu was in the Assembly for the Internal Audition Report for the 16 million tender, where there are allegedly irregularities.
Aliu has stressed that they will co-operate with the prosecutor's investigation.
For the tender you're talking about, the irregularities we've received from the operators' complaints. The Anques have been based, and I have this report on my own, along with the deputy minister. There's a market that has irregularities and we take it very seriously and we invite the Prosecution. We're ready and we've prepared the material to be taken into this very matter”, he said.
“We are very determined to go through with it. It's just this auditing report that's initiative and that process has stopped. He's been practicing that series of media attacks on me. But as for their attacks, we don't mind that. We have to deal with the prosecutor's investigation”, he added.
Just a few days after he made those statements, his deputy, who is talked about not communicating with him, has signed four contracts, since the tender has been divided into four parts.
Lot 1, has won the group of companies with leaders “Lake Company” KPS & “Lake Trade”
Lot 2: Group of companies with company leader “2A Group” KPS & NNT “ABC” KPS & “B CORP” KPS & “J UBICA” KPS.
Lot 3: Group of companies, with company leader “Damastion Project” shpk & “Via” & “Company Eskavator”.
Lot 4: Group of companies with company leader “Arbotec” KPS & “Arbotec GMBH” Dega in Kosovo.
Two internal audits have been made for this tender. They have tallied irregularities during the process. One report has found that discriminating, or favourable, criteria have been placed in the tender file, while the other, except for identifying illegal criteria, has found that companies that have not met the criteria that the ministry itself has set.
Regarding this tender, Periscopi has made several reports, and after publishing the contracts, he has found some unfair prices companies have set, which he will publish in the coming days. /Mentor Buzhala -Periskopi/
