According to the Kosovo Republic of Kosovo Treasury Financial Report, for the first six months of 2022, capital investments have been only 9% or lowest in the last ten years.
This report translates with facts and numbers the governing inability of power. Meanwhile, the government's failure to implement capital projects is being translated with economic decline, business closure, job loss, poverty increase, and chain damage in all areas engulfed by crisis”, said the LDK report.
Next, find concrete data for not realising capital investments by the Government:
The economy ministry, with its annual budget for capital investments of 16,154,144 euros, has spent 0 % . The economy can't stand populism, because everything that is multiplied by zero means of zero remains.
) the Ministry of Industry, Undertaking and Trade of 4,4750,000 euros, realism has zero. So the government chooses to invest zero for industry, zero for trading and zero for trade.
The Ministry of Management of Local Power, but the Regional Development Ministry has also implemented a 0% budget for capital investments. So 38 municipalities have zero realisation in capital investments.
) The Ministry of Finance, Labour and Transfers from 103,291,413 euros has achieved only 1% or 587,211 euros. For 47 important projects, realisation is zero.
It is contradictory and strange how the prime minister mentioned the war a week ago, while investing only 5% of the budget for capital investments in the Kosovo Army. It means 53,936,000 euros for capital investments, the Defence Ministry has executed only 2,820.457 euros, thus leaving the Kosovo Army without weapons, equipment and no defence systems.
The Ministry of Internal Affairs has similar fate, with what cases only 12% of the 44,169,003 euros in 2022. In this way, the government is not using the financial means at its disposal to improve the working conditions for Kosovo police officers.
In the Ministry of Health, out of 15 capital projects, only 2 of them started, and that in minimal value. In this ministry, during these six months, only 5 %s has been spent from the budget, more precisely, out of 10,063,000 euros have been spent only 530,702 euros. In this case, the governing disability is seriously damaging the health of citizens.
) August has accomplished only 10 %s of the total budget for capital investments - only 2,673,482 euros out of 27,597,054 euros in total advance. Among other things, there has been no investment in the construction of planned nests, while 5m euros remain untapped in the first six months of the year dedicated to nests.
) The Ministry of Environment, Space Planning and Infrastructure, from the budget for capital investments, to the price of 209m euros, has spent only 21,611,218 euros, or only 15%.
While of 20,710,000 euros for capital investments for Youth, Culture and Sports, the ministry has accomplished only 7%.
The Ministry of Agriculture from the capital investment budget of 6,140,769 euros has accomplished only 9%, so even the goods of our land are punishable by 0 capital investments.
The Ministry of Foreign and Diaspora has spent only 2% of 10,995,000 euros on the budget for capital investments. This impasse in implementation is the cost that harms our representation as a state abroad.
