Unfortunately, even after the fall of the communist eastern bloc, EU decision-making structures were not responsible for the Western Balkan countries.
Launched and flirted with the remnant of the former Yugoslavia led by Serbia, which with its hegemoneist policy led by criminal Slobodan Milosevic, caused suffering, death and destruction in Slovenia, Croatia, Bosnia and Kosovo, the largest and most terrible since World War II.
In the far wider continental context, this approach to EU decision-making also affected Russia's appetites to revive the spirit of Russian hegemony in the dark past of many peoples of pro-Western orientation, such as Georgia and Ukraine, whose epilogue we have been living in since 2008.
The confusing policy of enlargement, then blocking EU enlargement, created adequate ground by causing serious problems with the revival of ultranationalist Serb forces in Bosnia, Montenegro, northern Macedonia and Kosovo.
These forces, unfortunately, are also known by all EU authorities, that they are supported by Russia through Serbia. which sustains the atmosphere of potential conflicts after so many years, creating a major threat to the security of respective countries and the region in general, as is the last case in the northern part of our country.
While the EU is demanding in endless terms, meeting criteria from pro-Western countries such as Albania, Kosovo, Northern Macedonia and Montenegro, aimed at the stability of institutions with the guarantee of democracy, rule of law, respect for human rights, and protection of minorities, free market economy, Serbia over three decades after all those atrocities, continues to arm itself from Russia, China and Belarus, and to create ongoing tension and instability in the region.
Russia's military aggression in Ukraine has already created the moment and the new geopolitical context, which has the inevitable reflection in the political and security environment in the Western Balkans, both regional and separate countries.
Kosovo at the new moment has the most specific situation, so even the approach strategy to this reality requires well-evaluated and carefully enhanced access.
Until Serbia, even after the situation created in Ukraine, remains Russia's duration in the Balkans, and prior to that fact The EU, continues to flirt, without a clear attitude towards Serbia, the epilogue of the Kosovo-Serbia dialogue process will remain unclear.
Serbia's failure to strongly condemn Russia's naked aggression against Ukraine places it in strong opposition to European values.
Serbia's failure to join European sanctions against Russia offers economic and political support to Russia again, in sharp contrast with EU policy.
Therefore, NATO's Partnership for Peace Programme with Serbia is also meaningless, as well as candidacy for EU membership, because its destructive actions are in direct conflict with its obligations as a candidate member in the European Union and PfP Programme partner with NATO.
Serbia's silent support for Russian aggression contrasts with Kosovo's apparent commitment to European values and Kosovo's continued efforts to improve any of the indicators that are in line with European and Euro-Atlantic values.
These include support for the market economy, media freedom, independent judiciary, respect for the rights of ethnic minorities and citizens of all groups indiscriminately.
Kosovo has an independent media. Serbia, on the contrary, is sitting in the rankings by Freedom House in terms of media freedom.
Kosovo has welcomed Ukrainian journalists who have been forced to leave their country. Serbia's media are filled with disinformations for the war in Ukraine, mismanagement and lies about the status of ethnic Serbs who continue to live in peace and are fully secure with all rights like each citizen in Kosovo.
The war in Ukraine has forced every country to decide which side of the story it will stay on. Kosovo's decision is clear. Sadly, Serbia's support for Russia has put it on the wrong side of history and constantly engages to undermine efforts to create a family of free Balkan nations.
These facts upset us, but we are not discouraged.
We, together with our partners led by our strategic ally- The US, we are strongly working on strengthening our state institutions in general, and security and defence institutions in particular.
In fact, Kosovo's efforts have doubled in the function of improving the lives of our citizens, strengthening ties with our neighbours, and powerful integration into the responsible Euro-Atlantic community.
