Implementation of reciprocity with Serbia, Serbs speak to analysts with differing opinions

Serbia's President Aleksandar Vuciq said there is no agreement on the plates and that the decision of Kosovo institutions will begin to implement on September 1st. However, he cited a two-month deadline, not providing more details. Details on this deadline have not provided even Kosovo institutions.

Targat and energy deals sought international representatives yesterday. And as decisions begin to apply, tensions in the north are in decline due to the commitment of US and EU representatives, as well as the deployment of KFOR and EULEX in that part of the country.

In this regard, northern Serbian citizens have refused to speak with the reasoning that they are not asked, heard, or decided. On the other hand, analysts have expressed different opinions about the possibility of tensions.

Politologist Musa Preteni, speaking of Kosova Prerss, 1 September calls it a very important day for both parties involved in the negotiations, as it is about extending sovereignty or control of the northern part on either side.

According to him, there are two options that could happen that day -- the first one, the passage of the situation and resistance on the part of Serbs to undermine the purpose of official Pristina, and the second option that it indicated is more likely, the normal flow and the deployment of reciprocity on the Kosovo side of the issue of license and documents.

In this case, he added, Serbia will fully exploit the moment to achieve its final goal, which is to establish association of Serbian municipalities.

September “1th, I believe, is a very important moment for both sides involved in negotiations, in this case for Serbia and Kosovo, because it is a matter of extending sovereignty or controlling the northern part on either side. I see on September 1st two possible options, one option is to overcome the situation or resistance by the northern Serbs who are controlled by the Government of Serbia, and an inability to extend sovereignty through the reciprocity decision. The second option that I believe is more likely, is for September 1st to continue to flow normally, Kosovo to establish reciprocity with Serbia on the issue of license plates and documents, but it seems that Serbia will take full advantage of this moment to realise its final goal, which is the association of Serb majority municipalities”, Preteni has said.

Serbian analyst Branislav Krstic expressed confidence that there would be no passage of the situation, and Serbs would be convinced that propaganda coming from Belgrade for whether a plan of their deportation has been a classic lie.
He argued that Serb security would be guaranteed, citing two reasons here.

The first, because KFOR forces have been reactivated and deployed back to the north and second, Kosovo special police units will not need to go to that part to implement certain shares, since KFOR is there.

He has mentioned another important element, saying that the time has now come for the one who has armed the population to that part to disarm it so that members of KFOR or the special Kosovo Police Unit do not do so.

It is quite certain that September 1st we will expect it with problems facing each family. It means, are we going to have enough electricity, enough fuel for heating, prepared our books for children, and all that is needed for the start of the school year? I am absolutely sure that if we remember that the senior US administration official is insisting on the peaceful solution at a moment called conflict in Kosovo, then such a moment will happen... That for two reasons -- the first, KFOR forces -- has been reactivated and deployed again to northern Kosovo. This translation means that KSF is what it wants in the north because there is KFOR. The second point would be that Kosovo Police Special Units cannot come to the north and implement specific shares and not be informed of KFOR, the international authorities in Kosovo respectively, because even if they come, KFOR is there... These two reasons that I stressed guarantee the safety of Serbs, respectively, are guaranteed to Serbs that propaganda and lies coming from Belgrade that Serbs are threatened with expulsion, is a classic untruth. There is also a third moment which shows the fact that the one who has armed Serbs in northern Kosovo now has to disarm, so that KFOR or Kosovo Special Police Units will not do so, Preis Krstic stressed for Kosovo.

Agim Deva, former candidate for mayor of the Northern Mitrovica municipality and once a representative of northern Albanians, has denied the possibility of creating a tense situation.

According to him, thanks to the commitment of Europe and the United States, everything will go smoothly and there will be no incidents.

The “has come to understand both one and the other, thanks to Europe and the US interest, I believe tensions have dropped, there is understanding, and I am convinced that everything has been okay, there is no incident after all, and everything has to be done properly”, he said.

On the other hand, Montenegrin journalist Ljubomir Filipovic, during a table Saturday in Pristina, cited the case where Montenegro's institutions were attacked by Russian hackers, while adding that it is frightening what they expect to happen next week in Kosovo, which did not rule out the possibility even for attacks by Russian hackers.

“Day has spoken with a colleague from the ruling Kosovo party and what you expect in the next week to happen in Kosovo, is frightening, and when this is mixed up with some intelligence information that Americans have when talking about security threats opportunities in Kosovo, we may fear that something similar could happen here”, Filipovovic said. / KP
