Hyseni expects nothing from Kurti-Vuchic meeting: The locations go to the end that nobody takes us seriously

Former chief chief and foreign policy connoisseur Skender Hyseni in an interview for Periscope has indicated he does not expect anything concrete from the second Kurti-Vucciq meeting in Brussels. According to him, the Kurti Government has stabilised the process of dialogue, turning it into a technical level.

Hyseni has also talked about the recent situation of creating tensions in the north and delaying the reciprocity measure against Serbia for 30 days.

Kurti's meeting, Osman, Blinken, in America, was also commented on as well, which says he knows that clear messages were delivered there and that no public opinion was made.

Periscope: Next meeting Kurti-Vuchic confirmed in late August. What can we expect?

Skender Hyseni: I expect nothing. Because it seems that even Vuchy and Kurt are interested in keeping the status quo. They're not interested in solutions. Of course, Serbia has the interest to preserve the status quo in Kosovo and not have any results in the dialogue, so not to reach a comprehensive commitment agreement meaning recognition of Kosovo. On the other hand, I don't see the government's decisive actions that Kurti towards a general agreement. The government Kurti has degraded dialogue entirely at the technical level, trying to reach preferential agreements. And there is no more wrong strategy for Kosovo than the effort to implement preferential agreements without a comprehensive agreement focused on mutual recognition.

Periscope: Every day we hear threatening and bitter statements from Serbian President Alexander Vuciq. How much can this affect dialogue and is Kosovo keeping its approach properly?

Skender Hyseni: It is a strategy of the Serbian government and has always been a strategy to consume Kosovo's energy in matters of third and fourth hands. Kosovo should not tire of what Serbia says in the sense of warmongering statements, because it only loses time. It is their strategy for Kosovo to keep in tension and lose focus on primary issues. First and foremost importance has the achievement of a comprehensive agreement with mutual recognition. The Kosovo government should not make dialogue on any particular issue, even that is the best strategy. The government must clearly say there is no implementation of any agreements until recognition is reached. The general agreement makes many of the special agreements sound and even completely insignificant. In the case of general agreement, the issue of license plates and documents will no longer be an issue, because they will be settled on automatism. I see the Kosovo Government negotiation strategy that we have had in Brussels, at the time when I conducted negotiations. We've been arguing about that essential. What is this dialogue about? While Serbia has insisted that normalisation can come through the implementation of specific agreements, I have insisted and Kosovo has been insistent that we go to normalisation in the first place, and then implementation.

So it was the Serbian formula through implementation to normalisation, and ours through normalisation to implementation. The government has now made a major mistake in agreeing to negotiate and negotiate in Brussels on specific topics. Brussels has all the time you want. It doesn't bother. Serbia has all the time you want. Kosovo does not have much time to solve this problem because failure to close this problem is reflecting much in economic development, in attracting foreign, foreign investors, because they are afraid to come to a country that still has an unresolved problem. I don't understand why the Kurti Government is attracted to the principle of dialogue we've decided on. Therefore, I am not very optimistic that any kind of normalisation with Serbia can be achieved through preferential agreements, which are thus difficult to implement.

Periscope: Did you do well to postpone reciprocity for 30 days, even seeing the tensions that arose in the north?

Skender Hyseni: It has been very good that it has been postponed because the Kosovo government cannot expect losses for the north. It must count the consequences of any action in advance. The government has done well to hear America, and in this case the U.S. government has done very well to intervene because it seems to have had no good, detailed planning, no assessment of the reactions of the Serb population that reacts to the wild knee, has not calculated the instructions by the Serbian government, who always made every move to prevent progress in Kosovo, especially in establishing order and law in the entire territory. We know who Serbia is, but we need to be careful and every move should be well calculated the advantages and disadvantages, and when we make decisions, we go to the end. Because failure by these law enforcement weakens the negotiating position, weakens Kosovo itself, and ultimately the Kosovo government is no longer taken seriously either in Brussels or Washington anywhere else. When they see that they have a completely non-serious government that takes action, without planning well, without a detailed and backed by all acters, both KFOR and international communities, even with everyone.

Periscope: Mr. Hyseni, how did you see the last meeting with Kurti, Osman and Blinken in America? Has Kurti started to change prime minister to the US?

Skender Hyseni: It's good for Kosovo and any Kosovo government any meeting with senior US officials because Kosovo has no more reliable partner than the US. It's good that meeting happened. I'm also aware of the orders Kurt and Osman received. They're clear. I'm just wishing Kurt and Osman would have seriously understood the orders they received from the secretary.

Periscope: You say you know about Blinken's orders. Is there something that Kurti and Osman did not reveal to the public?

Skender Hyseni: I'm sure there's a lot of clear messages they haven't revealed. I don't want to speculate, it's not in itself a problem that doesn't reveal everything, because it has to preserve a degree of diplomatic disrepute for the sake of success and actions in diplomacy, but I assure you that nothing more vital and more important for the US today, and good luck the same urgency for Kosovo, there is not enough to close the dialogue with Serbia. As Americans say, focused on mutual recognition. If years have passed, there is danger that Kosovo will remain in a state of suspension, a state that has not rounded its own statehood process.
