Hoti has declared that the drastic decline in capital investments has seriously damaged the local economy, and as such, only 79m euros have been spent from 728m euros in total money in the budget.
While counting the damages according to him are done in Kosovo's economy, Hoti says there is no project that has had to begin with this government.
The range of capital investments is the lowest in many years. Even at the time of the pandemic when we were closed in 2020, and in the first part of 2021, there were more capital investments than we have now seen these six months. The report shows that nearly 11 percent are capital expenditures, totaling 79 million of 728 million in budget money. The effects of these are felt in the economy because on the basis of the normal trend in the economy, nearly 150,200m euros that have had to flow into the economy are lacking, and of course we know the consequences of revenue and the flow of companies and overall economic activities in the country<1>, Hoti said.
Major projects, Hoti says, do not have in this government, even for those projects he has been competing with in the elections, such as social residence and construction of a large number of nests.
This is disturbing that on the list of capital investments in different ministries a large portion of the projects are ongoing, which is that there have been signed contracts and it has had to be started since January or February with these capital investments. Major investments do not have in this, in this government there is no major project that has started so far, not even the two major projects that they have mentioned as part of their election campaign and the governing programme, which is social residence and construction of some nests. Neither has started. Even these main projects in the country, such as Pristina-Podujevo Road, Pristina-Mitrovica Street and Dolc-Gjakovje, etc.”, he has said.
Speaking of the means that continue to remain in the bank account, LDK deputy says that for two months “has been necessary tax collection”.
This is a problem in itself. In the state budget, there is no need for resources to stay than 4.5 percent of GDP (Bruto Local Product), which accounts for about 350 or 400 million, no more. On the average, there are 200m euros of cash kept in government bank accounts, which the state has practically taken from citizens and businesses and is keeping, instead of entering the economy. Add to that inflation that is quite high, which is a record record this year. We are in a situation that the Government may not collect for two months at all and with enough means to fulfill its” monthly obligations, Hoti has said of EO.
The former government chief says having over 200m euros untapped in bank accounts, the removal of the oil excise would not be a problem for the state budget.
