Dialogue continues in Berlin: German Chancellor to invite Vuchy Kurt in autumn of this year

The German Embassy in Pristina has made a summary of Germany's commitment to dialogue between Kosovo and Serbia. The Germans have confirmed that Chancellor Scholz will invite Prime Minister Kurti and President Vuciq to meet in Berlin, with his mediation. In calls to Prime Minister Albin Kurti's Serbian President, Aleksandar Vuciqi and public involvement of European and American officials at the August 18th meeting, Germany's Special Representative for Kosovo Dialogue Serbia, Manuel Sarrazin, or Germany in general was not mentioned.

However, Germany is actively involved in the issue of Kosovo dialogue Serbia and is in contact with representatives appointed by the European Union and American Emissary Gabriel Escobarin, the German Embassy in Pristina says.

The Federal Government, including Special Representative for the Western Balkans, fully supports the dialogue process, mediated by the EU and the EU High Representative Josep Borrell's proactive efforts, and also EU Special Representative Miroslav Lajcaku. The Federal Government's Special Representative is in regular contact with both of them and also with US Special Emissar Escobar, with the aim of finding a reliable solution, as seen from his recent visit to Washington. He is also in close contact with Kosovo and Serbian negotiators”, the Embassy's response to the Journal Express.

Germany's engagement in issues between Kosovo and Serbia describes the embassy, recalling the invitation of German Chancellor Olaf Scholz to Prime Minister Albin Kurti and Serbian President Alexander Vuciq, and then his visit to Pristina and Belgrade.

The Federal government has long been actively involved in this matter and continues to be. Rystas, in May of this year, Chancellor Scholz invited President Vuciq, Prime Minister Kurti and Special Representative Lajcak to Berlin, and in June visited Serbia and Kosovo, while Foreign Minister visited them in March”.

The German Embassy shows that Chancellor Scholz has started preparations for a meeting between Kurti and Vuciqi, which he will mediate this autumn under the Berlin Process.

This fall, as part of the Berlin Process, Chancellor Scholz will invite both sides, with the goal of further easing dialogue. Preparations are being made for this” meeting.

Germany has welcomed the August 18th meeting with Kosovo Prime Minister and Serbian president and appreciates that the two have agreed to continue negotiations.

It is important that both sides engage constructively and work for a viable solution. A next crossing with roadblocks and violent protests is of no interest to anyone. Instead, a comprehensive and stable agreement between the two sides is necessary, unblocking European perspectives for both states and contributing to regional security”.

As stated earlier, Germany supports the Kosovo Government's decision on plates and documents issued by Serbia, saying they are in line with existing agreements.

However, there are expectations that the measures will be implemented, without causing tensions in the country's north, as happened a month ago, at the end of July.

It is clear that the measures must be implemented in a way that will create new tensions. Therefore, the focus now is on a constructive engagement in ongoing talks”, says the German Embassy in Pristina.

Kosovo is expected to empower the suspended decision on September 1st to remove the illegally issued license plates from Serbia, for Kosovo regions, and also to establish reciprocity for Serbia's documents, giving its citizens entry/exit letters when they enter Kosovo.

Until then, EU representatives have said they hope for another meeting to be arranged, as the August 18th one resulted without any agreement between Kosovo and Serbia.
