On the afternoon of August 15th, the Economy Ministry confirmed that the regular supply of electronic energy has been restored, following a co-operation agreement between Kosovo and Albania.

The Kosovo Energy Corporation (KEK) is responsible for producing electricity, while for supply is the Electricity Distributment Company in Kosovo (KEDS).

Early Monday. KEDS announced reductions of power under time hours with him and two hours without him.

Supply, it is said, is being done only by local production due to the high price of energy in international bellas.

According to the Economy Ministry, daily electricity production at KEK is currently 507 megawatts per hour, while the demand for consumption is up to 750 megawatts per hour.

The other difference must be imported.

The energy price on the Hungarian Stock Exchange (HUPX) is about 430 euros for megawatts.

An energy megawatt in August last year has cost up to 150 euros.

KEDS has said on August 14th that it has no financial potential to provide energy from import, due to the “or price available in international markets”.

Details about the deal with Albania were not given, except that:

The co-operation with Albania will be followed by other measures in addressing the energy crisis and the state of emergency where we are”, the ministry's communiqué says.

Otherwise, so far, KEK has offered Albania's energy corporation (KESH) surplus electricity over the summer months, which later returns to Kosovo in winter, when demand increases.

By July 31, 2022, KEK has been deposited in the Albanian Corporation in the amount of over 100,000 megawatt hours of power”, KEK spokesman Skender Bucolli has declared.

The power surplus is offered to Albania under the Agreement to unify electricity markets between the two countries.

This agreement was signed in October of last year.

Shortly after the warning of summer reductions, Kosovo citizens are immediately worried about winter.

That time consumer demand reaches 1,300 megawatts per hour.

I have no comment, 20 years after the war power is out. Woe to us where we live. In August, when there's reductions, the winter is what awaits us.

Greta Ejupi, a student at Pristina University, finds life without electricity challenging.

I don't know how to learn without electricity, how to prepare food, how to clean clothes,” says.

The “those who live in residences and have central heating may have it easier. And the rest of us are looking like we're going to warm up with blankets”, Greta added.

Avdi Jobalaj, a water engineer, considers that citizens cannot solve this problem except to adapt to the situation.

He, however, thinks illegal exploitation of the current should stop.

“KEDS and KEK have the opportunity to reduce losses, which no one in Kosovo has ever dealt with, says Gjonbalaj.

What is the solution?

For former Energy Minister Ethem Ceku, simultaneously expert in this area, the only solution to the problem in the short term is investment in thermal power plants and the activisation of all blocs.

Activating all blocks, he said, would enable the production of over 1,000 megawatts of energy.

All these policies, all these noises being made, discussions, cannot get Kosovo out of this energy collapse, if we don't go deep into the studies of the power plants of A Kosova and Kosovo Bʹ. Let's keep these blocks, then look at”, Ceku tells the REL.

Then, he adds, other options, such as building new blocks or switching into new energy systems, such as gas.

What's the problem with the power plants?

The Kosovo Energy Corporation operates with two thermal power plants in Obilic, which produce energy from the coal of the thermal plant “Kosovo A” and “Kosovo B”.

The <x0 power plant Kosovo A” consists of five working blocks. The first block started working in 1962.

But this nearly a decade-long thermal power plant operates with just three blocks.

The economy ministry has announced that currently in production there are two blocks from “Kosovo A”, even a block of”Kosovos B”.

Meanwhile, Kosovo's next “bloc B” is under repair, and work is expected to be completed on 26 August 2022.

Former KEK director Njazi Thaci stresses that if repairs are realised in due time, winter will be more affordable.

He also says that in the short term, Kosovo can have no choice but to work in the bloc, while, breaking or leaving the system, can happen because of old age.

“Zaconally, the power plant units in the Remont go through September or October, because winter at low temperatures is impossible to repair for their technical causes and age,” he said.

The energy crisis, which threatens Europe -- and therefore Kosovo -- is the result of high and unstable energy prices in international stock exchanges.

The price hikes first began as a result of the coronary pandemic, while the largest rise took place after the launch of Ukraine's Russian occupation on February 24th of this year.

The high energy price in international markets has prompted KEDSić to request from the Kosovo Energy Regulatory Office (ZRRE), an increase in electricity tariffs.

The decision has not been made yet.

An increase in energy bills for consumers who spend over 800 megawatts was already made in February of this year.
