The process is very late and risks the municipalities not having the technical opportunity to hand over the budget in time to the Communists, with exactly September 1st which is the legal obligation for the budget to be handed over to the Assembly Assembly”.
Without the Second World Circle, the municipalities do not even know the final budgetary boundaries as budgetary organisations, and this directly fails to deliver the budget to the Communist Assembly.
