The EU insists that Kosovo form the Commission Association with the Serb Majority under the 2013 Brussels Agreement, but that there is no possible “force” Kosovo to do it, said in an answer for N1 The head of European diplomacy, Josep Borell.
“The foundation of the Association/Unibility of Serb majority municipalities is agreed on by both sides, Kosovo and Serbia, in the 2013 Brussels Agreement. The agreement has been ratified by the Kosovo Parliament and Kosovo must fulfil its legal obligation and implement it without any delay”.
The two sides must fulfil all their international legal obligations and implement pending agreements, as well as make further significant efforts to reach a legally binding comprehensive agreement on normalising relations, which is key on their European path”, Borell said in a written answer.
“Brussels are looking carefully at developments in those” areas.
Aside from the association, the report on Borell also requires implementation of the Constitutional Court's decision on properties claimed by the Decani Monastery. Even for this, implementation is required “without any delay”.
“The EU places great importance on rule of law, protection of fundamental rights and freedoms, including minority communities' rights and religious freedoms, and carefully monitors all developments in these areas in Kosovo”, Borell added.
The EU has repeatedly stated that they do not have mechanisms to meet “The two sides to respect signed agreements, but only to remember it and that in line with meeting obligations, Kosovo and Serbia will progress on the road towards the EU.
Reaching a legally binding comprehensive agreement between the two sides remains an unchanged condition for membership in the European Union.
