Resolution 1782 of the Parliamentary Assembly of the Council of Europe was adopted by members of this Assembly in 2011, according to the report by Council of Europe envoy and its former member Dick Marty.
The report in question claims that organ trafficking occurred during the war in Kosovo. The establishment of the Special Court for War Crimes in Kosovo, headquartered in The Hague, was also based on this report. According to the report in question, Kosovo Liberation Army leaders (UÇK), including former Prime Minister and former Kosovo President Hashim Thaci had committed war crimes and crimes against humanity during the war.
Since November 2020, Hashim Thaci and other former KLA leaders have been charged with war crimes and crimes against humanity, and are located at The Hague's detention centre, which they themselves have declared to be innocent.
