The resolution will be submitted in September to the Council of Europe, which is required to distance itself from allegations not proven by international investigations because 11 years after drafting the report, none of the claims raised by it has been confirmed.
The Parliamentary Assembly of the Council of Europe is required through the document to implement a following report and review the resolution.
It also urges the Albanian government to remain fully committed to assisting justice and identifying responsibility for all crimes committed in the former Yugoslavia.
The draft resolution repeats the call for all concerned to co-operate with the International Mechanism for performing the remaining functions of criminal courts (IRMCT), within its jurisdiction.

Prime Minister's Reaction in Parliament
The largest Albanian pride than the Kosovo Liberation Army war does not have according to Prime Minister Edi Rama, and Dick Marty's report on war crimes in Kosovo has tarnished the blood of Adem Jashar, who has given his life for his homeland.
In a word in Albania's Parliament, the head of the Government stressed that from Ibrahim Rugova and to Hashim Thaci, the KLA war, is what is worth the pride of Albanians.
“We are doing so little, for the amount Thaci has done for Kosovo”, Rama said from the Parliament's speaker, defending the Socialist Party's resolution against Dick Martyt's report, which aims to lead to the Council of Europe a request for its relocation.
This report, has sent behind bars without charges, former KLA heads, including former Kosovo President Hashim Thaci.
It is a unique case according to Rama what happened to Thaci, and Albanians should not allow what is happening.
