Although with opposition from the opposition, the Kosovo Assembly has in principle adopted the Bill for the State Bureau for Verification and Confiscating of Inexcusable Riches. And Chief Parliamentary Glauk Konjufca has abstained again.
The bill has received 58 votes for and three abstentions.
The chief of the Democratic League of Kosovo Parliamentary Group, Arben Gashi, has said the property and State Bureau should be co-ordinated with each other.
Because we're talking about sectoral regulation, property and the agency or the State Bureau of Investigation, to be in a framework that will be coordinated with each other otherwise if they go to two different commissions, there are two different procedures that may not be harmonised and then have problems with their implementation. So my proposal is that until there's a conclusion to your initiative for co-ordination regarding the property process not to be voted into this bill, I believe that reconciliation was to have a conclusion on your initiative before we go on summer vacation, which is in the next two weeks we have a” conclusion, Gashi said.
Even Democratic Party of Kosovo MP Abelard Tahiri has said important issues should enter a package for reform in justice.
“It is good to enter a reform package in justice with some important issues, whether the reconstruction of the prosecution, whether the construction of a rehabilitation bureau, whether in self-defence, or more or less, we see some models that will empower one another, not to challenge a bill at the Constitutional Court in an agenda to walk further, to challenge the consensus in reform and I see extremely important”, he said.
Faithful Tahiri from the Alliance for the Future of Kosovo has said such important issues cannot be postponed with the agenda of a party.
“can't make either property or one party laws, because then the other party comes and will bring down this property process. And if we were decognated yesterday to determine exactly the composition, the mandate, exclusively from the Venice Commission, should be discussed, I'm telling you today about not after the uncertainty about tomorrow, if we're going to postpone these laws with an agenda of a party then I tell you here that you're not going to have consensus for changes in order for ways to take place in a process that is even more important that the property process is, that criminal conflicts are not put into place through a civil procedure<1> said Tahiri.
But, Justice Minister Albulen Haxhiu has said that the property has nothing to do with the next process is the State Bureau for Confiscating Unjustified Riches.
I don't remember there's been any more debate in the Assembly than the State Bureau Bill for Confiscating Unjustifiable Riches. So we've discussed it before Venice's opinion and after Venice's opinion, what government we highly value. The government's position is, the launch of meetings with parliamentary groups on the consensus issue on the issue of property in the justice system, and this has nothing to do with the next” process, she has said.
After that, the LDK MP chief has reacted, who has said it is not reasonable to continue consultations.
“means that the government will not co-operate on these issues and, thank you for the invitation yesterday for co-operation, but I consider it unreasonable to even call us at the” meetings, Gashi said.
Prior to the vote, the chairman of the Democratic League of Kosovo, Lumir Abdixhiku, has also spoken, under which their remarks are to protect the constitutional order.
“If the prime minister decides to put it to the polls, it will be so. Continue without us, continue without consultations. That's why we're going to follow our institutional course where we should. To remove any doubt I repeat the first words and discussions, I and the parliamentary group on property verification are available to protect the constitutional order and to make real reform. If the prime minister decides to go without consulting as he gave the order right now as I spoke here, then continue the whole road if you are”, the LDK chairman has said.
With the State Bureau for Verification and Confiscatable Riches vote in principle, sessions with the remaining points from past hearings have ended.
Major MPs have adopted the draft code of criminal procedure in second reading.
The Assembly has also adopted the draft law on the execution of criminal sanctions, the draft for the Kosovo Correcting Service, and the draft law on the Kosovo Spedulous Service.
