“We have different reasonings [why outstanding materials are collected], the judiciary is usually reasoned with the fact that there is a shortage of staff, so the lack of other progressive judges and staff, however it is necessary to have additional commitment since, as we have recently seen, the Kosovo Judiciary Council has led a series of recruiting procedures for the survey of new judges, and if that number is met, I believe that these reasonings will fall below”, he added.

According to statistics, the Court of Pristina remains worse with the number of subjects, since it even accepts a larger number of targets, meanwhile, that of Gjakova stands better.

“We have compared to 2020, during 2021 so we have an increase in the number of overall penal subjects that are on the job as well as we have growth as I said in the number of materials solved and a positive trend is recorded, a decline in the number of outstanding materials of 6.22 percent<1>.

“Under this report we have also analysed which of the courts is mostly in charge of such materials and based on data provided by the Kosovo Judiciary Council results in the court most in charge of such subjects being the basic court in Pristina, which has over 150,000 substances. At least such materials have been provided by the Constitutional Court in Gjakova, with over one million of them”.
