Not only the capital investments of this ministry are stuck. The year has badly launched investments by all government budget organisations.
According to the Government of Kosovo's budgetary report for the first quarter of this year, which Periscope has seen, in the first three months of 2022, capital expenditures reached the value of 27.99m euros, which represents a low execution rate, compared to the total annual value budgeted for this category or the same preliminary period.
“Capital spending during the reporting period represents a reduction of 52% or 29.87m euros less compared to capital spending in the same period in 2021”, the report says.
On the other hand, it is known that the quality of preparation of preliminary projects is also generally weak. Projects are often approved without a systematic assessment of whether they represent economic benefits for public funds, including detailed examination of assumptions and risk sensitivity. /Periscopi/
