Varhely mentions a guide to help Kosovo towards liberalisation

The summit between the EU and Western Balkan countries was held last week. However, only some of the political agreements by leaders of the 27 member states were seen after that summit. One was granting the status of candidate country for EU membership to Ukraine, Moldova and with some fulfillment of the criteria, as well as Georgia. [...]
Thus, the 27 member states failed to agree that northern Macedonia and Albania, to give the start date for membership talks
However, the European Parliament today has held in Brussels, a session regarding recent developments after this summit.
European Union for Enlargement and Neighbor Oliver Varhely has acknowledged that the issue of visa liberalisation for Kosovo should be postponed.
But, he has acknowledged that there are several areas where member states still expect results and that the EU is willing to help Kosovo as it has done with Albania and establish a guide along with member states to address certain concerns.
Kosovo is still awaiting visa liberalisation. It's a matter that should also be postponed money. Although we should be clear that there are certain areas, such as fighting organised crime, trafficking and false claims of asylum, where our member states expect clear results. We are willing to help Kosovo in a similar way as we did Albania: we are willing to establish a guide together with our member states to address certain concerns. The authorities of member states (the rule of law agencies, police forces) must be involved in the field to help Kosovo. For our part, we are willing to give all necessary financial, technical and political support to this process”, Varhely said, in a debate organised at the Parliament's European Foreign Policy Commission, where MPs from member states and MPs from countries involved in the enlargement process have participated.
As far as Kosovo dialogue is concerned, Serbia, Varhely, has said Kosovo should prove clear devotion and carry out its duties. The same has been said about Serbia.
