Ukrainian President Voldymyr Zelensky has described the attack as “one of the most challenging terrorist attacks in European history”, adding that Russia is the world's largest terrorist organisation.
Western leaders have condemned the attack, calling it the disgusting “ ”, “mizor” and the horrid “” and have promised to hold Russia accountable.
The UN Security Council will hold an emergency meeting Tuesday for targeting civilians from Russia, with the attack on Kremenchuk, which is the key “focus”, the UN body says.
Russian forces are attacking the town of Lysychansk from the south and southwest, trying to block the city from that direction and, as well as its transportation to the Donetsk region, Luhansk's governor has said.
