13 hydropower plants started producing electricity without meeting the environmental permit criteria at the Environment Ministry last year.
The ministry, led by Lieburn Aliu, allegedly used double standards for companies operating in Kosovo's hydropower sector, shows an audit report General, released Friday.
In the latest report published by the National Auditing Office, appointed: “The license system of hydropower plants and their monitoring on environmental impact and water”, from the 17 samples of the HC released in operation through 2016-2021, 13 of them have started producing without meeting the environmental permission criteria (LM).
However, the company “Matkos Group” has been set to other standards for starting production compared to 13 companies allegedly violating the legal operating procedures.
“Matkos”, which has built three hydropower plants in the Sharr area, has not been allowed to operate in either.
In the audit report, according to the ZRE, all hydropower plants released in production by the ZRRE without Environmental Permission (LM) are as a result of their production capacities, and there is no need for environmental access (LM) to HCs, which are with a capacity of 5MW.
However, according to the general audience's findings, ZERE's arguments for the release of HC without Environmental Permissions are that under ZERE Law and Rules “no environmental permission is required for HCs, which are with capacity below 5MW”.
But, the Energy Regulatory Office (ZRRE) has not used the same standards for all hydropower plants, which had applied for the start of electricity production.
According to the ZRE, the ZRE has not provided the real process of licensing HCs.
According to the audience, this process has been characterised by negligence in returning the responses (rejection-approvation) of the HCs from the MMPHI, as well as lack of field visits by assessment commissions.
