Sazan Ibrahimi from the Kosovo Communist Association has declared that while the central level is the signatory of contracts, they should also take the financial burden, as municipalities are being damaged by millions of euros.
And he has also traded for what services it has been the destination of this budget.
The collective contracts are signed from the central level, while the financial burden falls on municipalities, and this is extending, municipalities have been damaged by their municipal budgets by millions of euros. These millions of euros, their destination has been for capital investments, for the improvement of citizen life, but from the bottom liners, from the central level, it hurts teachers, teachers for implementing collective contracts even though they are not signatories... These contracts were paid to the municipalities by millions of euros, because there are cases where the circulation of a large municipality in the Republic of Kosovo has been blocked by the lack of implementation of collective contracts, there are cases when municipalities have been confronted with bankruptcy, because there have been hundreds of euros worth of money, which have come to implement the municipality in the future if there are any means to be obtained immediately from the collective contracts, because all municipalities can't be reached by the collective contracts, and all the individual municipalities can't be met by the collective obligations, because all of individual municipalities can't be issued, and then they can't be able to bring out on a single budget, and then they can't be able to get their own budgets. It should be stressed that the Association of Kosovo municipalities is not against collective contracts, but is only aiming for justice in terms of finances”, Ibrahimi stressed in an interview for KosovaPress.
According to him, the big big problem is that local-level non-communication with the central level, since this has also happened at the recent meeting of the Grant Commission, where it is from association, is raised as a concern to the issue of collective contract, but their demand has run into deaf ears.
The biggest problem for “is not to communicate at the local level at the central level. Even at the recent meeting of the Grant Commission, which was held several months ago, the representative of the Kosovo Commission Association, which is on this commission, and which is a member of the Kosovo Communist Association Board, Sokol Haliti, has raised this concern, but our request has hit deaf ears. The central level is not wanting to support municipalities in implementing these collective contracts even though they are signatories of these contracts. The Ministry of Education and the Ministry of Health are signatories of these contracts, and we demand that they take over the financial burden, not the municipality leaving”, followed by Ibrahim.
Ibrahim added that the greatest injustice that has been done to municipalities here is that the central level has signed at the financial expense of municipalities.
We're believing that in the future the central level will take all obligations in terms of the implementation of collective contracts but also remaining debts, because through completion processes these debts are increasing, an extraordinary percentage, and then are getting financial resources from municipal budgets... But it is seen that the readiness of the central level in solving this problem is not willing, and we are hoping that through the justice bodies, we will win the case”, he said.
