MAP ♪ E FOR FESTIVALIN “SU NNY HIL”
The AKK board estimates that the Ministry of Management of Local Power (MAPL) intervenes in the competencies and local autonomy of municipalities that are defined with laws in force.
Article 6 I LEGYS FOR CHOOSE IN PLAYING AND MAKING E CONUNIL'S FOOOOURAL PROJECTION says that the term of giving in the use of real estate of the municipality is decided by KOMUNA, not by the central level, where municipalities have the right to give their municipal property in use of 1-15 years, more than 15 years, so up to 99 years and that municipalities can provide in use of real estate for less than a year (1).
And in the MAPL letter signed by the Minister. Elbert Krasniqi addressed Pristina municipality chairman Mr. Rama progress is arbitraryly required for the municipality to address the requirement for changing the deadline for providing municipal property in use for the festival “Sonny Hill”
This letter says that “You as chairman would address the requirement for changing the deadline to use municipal property, where the decision must again submit to approval in the Capital Assembly, with accelerated procedures through extraordinary collection and then, according to the MAPL legislation in effect, made the legal assessment” Your letter is attached.
With this, the MAPL intervention in the competence of the municipality is seen and clearly confirmed and these interventions are a serious obstacle to the possibility of local economic development, but also an obstacle to the development of local democracy in the Republic of Kosovo.
We hope this will be the last time the central level deliberately intervenes in municipal competencies.
