23 years ago, the KLA deilitarisation agreement was signed, including in detail the stages of weapons surrender, uniforming, passing part of KLA members into police and public administration, etc.

The agreement was preceded by the formation of the Kosovo Army on US National Guard lines, taking into account the Agreement in Rambouillet.

This whole phase has had a 90-day period after which complete deilitarization of The KLA and September 1999 have signed agreements on forming KPC, not as a military force, as envisioned in this agreement, but as a reaction force in the event of natural disasters.

Subsignors of this agreement ensure Hashim Thaci in the position of chief KLA commander Agim Ceku in the position of KLA chief of staff and has been accepted by Lieutenant General Mike Jackson, commander of KFOR.

PI KLA DEMITATION

On Sunday evening the text of Kosovo Liberation Army deilitarisation document signed by the chief commander of the commander KLA, Hashim Thaci, KLA Chief of General Staff Agim Ceku and KFOR Commander Lieutenant General Mike Jackson. Next is the complete text of this document.

a) The KLA includes all personnel within Kosovo, which is under the control of the KLA, with military or paramilitary capabilities and other groups or individuals designated as such by KFOR Commander.

The NLA plans to work in compliance with the conditions envisioned at Security Council Resolution 1244 and in this context for the international community to take into account the KLA's contribution, during the Kosovo crisis, and on the basis of that, consider:

A) Admit that while the KLA and its structures are under way of transformation, it is pledged to propose current individual members to participate in the Kosovo police and management forces, enjoying special consideration for the experience they have developed.

b) The formation of the Kosovo Army on US National Guard lines as part of the political process, which will have to decide on Kosovo's status in the future, taking into account the Rambouille Agreement.

KLA Deilitarisation Initiative

This initiative allows KLA ceasefires, their non-convention in conflict zones, sub-secument and reintegration to civil society in line with the terms of UN Resolution 1244 and taking into account obligations made at Rambouille and the Albanian delegation's public pledges in Rambouille.

The KLA takes the initiative, to abandon the use of force, to meet the leaderships of the commander of the international security force in Kosovo (COMKFOR) and to peacefully resolve all issues related to the implementation of this initiative.

The KLA agrees that the International Security Presence (KFOR) and the international civilian presence continue to deploy and operate without hindrance within Kosovo, and that KFOR has the authorization to undertake all necessary shares to establish and maintain a safe environment for all Kosovo citizens and otherwise carry out its mission.

The KLA agrees, to fulfil all the obligations of this initiative and to ensure that, with the immediate effect, all KLA forces in Kosovo and neighbouring states, will look at the projections of this initiative, refrain from all hostile and provocative acts, hostile purposes, and will freeze all military movements, whether along international borders, or along the one between Kosovo and other parts of the RRF, or other shares, that fail to comply with UN Resolution 1244.

The KLA in Kosovo agrees to pledge publicly, that it will be demilitarised in accordance with paragraphs 22 and 23, that it will refrain from activities that could jeopardise the security of international government and nongovernmental personnel, including KFOR, and that it will facilitate KFOR's deployment and operations.

For the purposes of this initiative, the following points will have these meanings:

a) The KLA includes all personnel within Kosovo, which is under the control of the KLA, with military or paramilitary capabilities and other groups or individuals designated as such by KFOR Commander.

b) “RFJ” Forces include all RFJ and Republic of Serbia personnel and organisations with military potential. This included regular army and sea forces, civil armed groups, paramilitary groups, air forces, national guards, border police, military reserve, military police, intelligence services, the Ministry of Internal Affairs, the special police, local and anti-terrorism police, and any group or individual considered such by KFOR commander.

c) Earth Security Zone (ZTS) is defined as a five-mile area extending outside Kosovo's territory, continuing RFJ territory. This includes the terrain within five kilometers.

d) Forbidden weapons are all 12.7 mm calibre weapons over, any antitank or antiaircraft weapons, grenades, mines or explosives and long-range weapons.

The intentions of this initiative are these:

A) Determining a lasting interruption of hostility.

b) Security to assist and authorize KFOR, to take such action and in particular to authorize KFOR, to undertake such shares, including the use of necessary force, in line with KFOR regulations, to ensure the realisation of this initiative and protection of KFOR, and to contribute a safe environment for international, civilian, implementation and other international organisations, agencies and nongovernmental organisations and the civilian population.

KLA shares will comply with this initiative.

KFOR commander in line, on the basis of the need, with the interim civil administrator, will be the highest authority, regardless of interpretations of this initiative and aspects of the security of the peaceful agreement that supports it. His definitions will affect all parties and persons.

Prohibiting Hostages

Right after the signing, The KLA agrees to act in line with this initiative and with the COMKFOR directives. All forces that do not co-operate on this initiative or with the COMKFOR directives will be unable to carry out military action, as will be determined by COMKFOR.

Immediately after signing this initiative, all hostile acts of the KLA will cease. The KLA chief of General Staff takes over to provide precise and clear instructions for all units and personnel under his command to ensure that contact with RFJ forces is unable and to meet all points of this agreement. He will announce his decisions immediately after the final signing of this initiative, which will be transmitted through all necessary channels to help instructions on the content of the initiative reach all forces under his command and be understood by popular opinion.

The NLA undertakes and agrees in particular:

A) ceases firing from all weapons and explosives.

b) not to put up barriers or mailsmen, mines, nor to place eyebrows or riot barriers.

c) The destruction of buildings, aids, or structures is not allowed. It will not engage in any activities dealing with the military, security or training activities, including air operations, land operations in or on Kosovo or ZTS, without prior approval of COMKFOR.

d) not attack, arrest or question any civilian in Kosovo, nor attack, seize or breach civilian property in Kosovo.

The KLA agrees not to carry out counterattacks, threats or any uniform action in response to RKSC 1244 and other agreements dealing with Kosovo. This in no way denies the right to self-defense.

The KLA agrees not to interfere with RFJ personnel, who will return to Kosovo to carry out specific tasks, with authorisation and under KPCFOR's direction.

Except with approval of COMKFOR, The NLA agrees that its staff do not carry weapons of any kind:

a) two miles from the areas where they are located UJ or MPB

b) two miles from main roads or in cities marked in appendix A

c) Two kilometers from Kosovo borders

d) No region to which COMKFOR is looking for

Within four days of signing this initiative:

a) The KLA will close all combat positions, fortifications and postographers in the streets and mark mines and surprise mines it has set up.

b) The Chief of General Staff of the KLA will report in writing about the aforementioned requests to COMKFOR and will continue to write reports every week in detail until the end of deilitarisation.

Border Tasks

Immediately the KLA will interrupt the movements of armed people in neighbouring states. All moves of armed persons in Kosovo to take place with initial approval of COMKFOR

Monitoring and Cutting Hostages

The authorisation to deal with the points of this initiative has COMKFOR. It will monitor, maintain, and if necessary, also force the disruption of hostilities by force.

The KLA agrees to co-operate fully with KFOR and the interim civilian administration in Kosovo. The KLA's chief of general staff will ensure that relevant shares are undertaken to deal with points of this initiative, by the direction of his COMKFOR leadership.

KFOR elements will be chosen to keep in touch with the KLA and be placed at its command structures and bases.

KFOR will impose proper control on the crossings assigned to Albania and the IRJM.

Common Implementation Commission (KPI)

A KPI will be deployed in Pristina within four days, after signing the initiative. The KPI will be led by COMKFOR and will constitute top commanders of KFOR and KLA, as well as a representative of the international civil administration in Kosovo.

The KPI will meet as often as necessary with COMKFOR during implementation of the initiative. It can be called without advance notice and representation The KLA is expected at the level and rank of KFOR leader. Its functions will be:

A) Ensuring co-operation with arrangements for which reconciliation for security and activities of all forces has been reached;

b) Investigations of current or threatened points of this initiative;

C) other tasks that will define COMKFOR, with the aim of maintaining the interruption of hostilities.

Demilitarization and Transformation

The KLA will follow procedures imposed by COMKFOR for phase-phase deilitarisation, transformation and monitoring of the KLA in Kosovo and other regulations of their activities. They will not exercise or organise parades without authorization of COMKFOR.

The KLA agrees with the following schedule that starts with signing this initiative:

Within seven days, The KLA will deploy secure weapons depots, which will be registered together and verified by KFOR.

Within seven days, The KLA will clear its mine and mine positions of surprise, abandon its combat positions and be transferred to places for which it agrees with KPCFOR and the KPI. After that, only personnel authorised by COMKFOR and senior KLA officials, with their close defence personnel, whose number will not exceed the three, who carry only belt weapons, will be allowed out of those designated sites.

c) Seven days later, small automatic weapons that are not stored in registered warehouses can be kept only within authorized locations.

d) after 29 days, carrying any long-striking weapons that are not automatic rifles will be a matter of COMKFOR.

e) Within 30 days, subject to COMKFOR arrangements in case of need, all personnel The KLA of non-local origin, regardless of whether it is legal in Kosovo, including advisers, freedom fighters, trainers, volunteers and personnel from neighbouring states and other states will withdraw from Kosovo.

f) These are weapons control arrangements:

(1) Within 30 days, The KLA will deploy to registered weapons depots of all illegal weapons, except small automatic weapons. 30 percent of the total number of these weapons will also be placed in storage. The ammunition for other weapons will be withdrawn and deployed at designated locations by COMKFOR, separately from designated locations.

(2) On the 30th day, it will be forbidden for KLA personnel to carry banned weapons, except automatic weapons, at certain locations and will be prohibited from carrying long-term weapons. Such weapons will be confiscated by KFOR.

(3) Within 30 days, 30 percent of the small automatic weapons, thus providing 60 percent of what the KLA has, will be placed in recorded weapons depots.

(4) Within 90 days all automatic weapons will be placed in recorded weapons depots. After that, keeping them from KLA members will be banned and such weapons will be confiscated by KFOR.

g) Of 30 to 90 days, weapons depots will be under joint control of the KLA and KFOR on the basis of procedures approved by COMKFOR in the KPI. In 90 days KFOR will take full control of those warehouses.

h) Within 90 days all KLA forces will have completed the processes for their deilitarisation and cease to wear their military uniforms and KLA marks.

i) Within 90 days, the KLA's Chief of General Staff will confirm the fulfillment of the submitted requests and will hand down that COMKFOR in writing.

Projects of this initiative will enter into force with the impact of signing it, on the part of Kosovo Albanian representatives.

The NLA plans to work in compliance with the conditions envisioned at Security Council Resolution 1244 and in this context for the international community to take into account the KLA's contribution, during the Kosovo crisis, and on the basis of that, consider:
