Trust goes to Parliament without Commission approval

Of the minorities, Verica Ceranic of the Serbian List was pro, while Duda Balje abstained.

In the country, the bill will be considered without approval of the Commission or Government.

MP The PDK, Bekim Haxhiu, on behalf of the PDK Parliamentary Group has proposed the Trust Bill on the Commission for Business and Transfers.

“In the name of the PDK GP in the quality of the projector for the Pension Savings Fund, we have proposed the Bill on Trust. This bill has been sent for thought to the government and has been distributed to MPs. Honored members of Kosovo are facing economic crisis, so we have initiated changing the Trust Law for Citizens to enable withdrawals from 10 to 30 per cent”, Haxhiu said.

MP The PDK has now indicated that the percentage of withdrawal means depending on the savings citizens have in the Trust is regulated in this Bill.

"In Article 1, the purpose is precise, this law creates fractions of Trus pulling from 10 to 30 percent. In Article 12a, participants can draw 10 to 30% according to the following description: People who have less than 10,000 euros have the right to attract up to 30% of revenues. People who have pension savings from 10,000 to 19 thousand and 999 euros have the right to attract 25%, while those who have between 30,000 and 999 euros have the right to attract up to 20%”, Haxhiu said.

The other two opposition parties -- the LDK and the AAK -- have voiced themselves in favour of this bill.

LDK MP Avdullah Hoti has said that the demand for withdrawal of means from the pension Trust is the cause of inflation and that it will have no impact on the state budget.

When did Mr. Haxhiu I was not immediately her supporter. I have expected that through the actions of the Government there will be no need for the attraction. The average inflation rate is 11 percent, while in the consumer basket it is 50 percent. The farm subsidy decision has been very good, but the tools have not yet reached farmers. The minimum wage debate has begun, but nothing has been done. There has been another proposal of us as parliamentary only for oil prices, but no action has been taken. We fully support this bill”, Hoti said.

This bill will affect the government's budget of 13.5m euros when it is said in the Government's decision it is anomalies. Kosovo's budget for this withdrawal is not at all affected, Hoti said.

AAK MP Pal Lekaj has said he does not agree with the government's opinion that the ruler be declared not to support this, until according to him, it is the exclusive competence of the Parliament.

According to him, it is inappropriate and urgent because it conflicts with government thinking.

“I thought that the Government would give us advice and suggestions, but not the aprior influence the Kosovo Parliament. I would like to urge you to go beyond the political clothing beyond your subject, to put aside pride and anger and to focus jointly on the common good that is citizenship. I'm not saying about politics, but I'm saying we understand this sensitive issue, we know it's not the best approach, but until we have an economic crisis, the government is to solve the citizens' issues. You must overcome resentment and decide for the good of citizens. My vote and the Alliance is pro based on what I said”, he said.

MP Duda Balje has said the Multiethnic Group on Tuesday has until recently had a meeting but that they have not reached an agreement because of different positions.

She said she abstained.

Commission Chairman Amend Muja has presented the reasons for which he has said they oppose the Trust's withdrawal.

Muja has said that such a practice has occurred in the world or in Europe, under circumstances where the country is in serious economic situation.

He has said that with the withdrawal of the Trust, the poor class is not supported, but the rich.

It has nothing to do with personal resentment. In 2020, the Law on Economic Recovery was passed to attract some 200m euros from retirement savings. Over 200m euros have been withdrawn. I'm lying about practice. Pensional Trust and Saving is mandatory, not optional. I don't remember in Europe or anywhere in the world that, despite the economic scale of the Trust to select this scheme, no pension savings have been affected”, Muja said in the Commission.

The “will strongly challenge, not only here but also in the country, trying to prevent the destruction of the Trust will not stop”, he added.

Hadziu responded to Muja saying that over 200 million but 197 million have not withdrawn in 2020.

“from those who have been able to attract only 53 percent have applied to withdraw. According to this report published by the Trust, there is a withdrawal of mainly categories that have had few tools in the Trust. Those who have had good conditions have not attracted means. According to the brain, only 2 percent of contributors have savings of over 20 thousand euros. Most are between 100 and 20 thousand euros. The idea is through the Trust to support those who are in working relations, while with its budget the Government focuses on endangered categories”, he has said.

And the other MP The PDK, Mergim Lushtaku, has demanded that the Bill be adopted for attracting part of the Pension Trust.
