Johnbalaj: Without results in dialogue there is no moving forward

Kosovo's warnings that it will seek involvement in NATO's Partnership for Peace Programme are seen as evidence of the country's commitment to follow the path of Euro-Atlantic integration, but diplomats in Brussels today recall that the realisation of these aspirations depends on the collective will of all 30 coalition member states. The future [...]
The future of Kosovo-Serbia dialogue and the Euro-Atlantic future of Kosovo is located in RTK, with NATO official in public diplomacy and connoisseur of developments in the Western Balkans, Africa Gjonbalaj.
NATO membership is a separate process that is first achieved with political, military, democratic and other reforms, and the whole process takes years and then NATO made the assessments. While it comes to Partnership for Peace, membership requirements are appreciated by any applicant state, and the decision on membership is received by the Council NATO, without which assessment has no membership”, Gjonbalaj said.
He claims that full consent of member states is needed for this, without which Kosovo cannot become a member of the Partnership for Peace. “
That, according to Gjonbalaj, would also depend on dialogue between Kosovo and Serbia, which NATO has also requested. Gjonbalaj says it should not be speculated about membership, but the results of the talks should be expected, then the admission of the state of Kosovo even from those countries that have not recognised it so that it does not veto and then against them.
I am saying, once again, that memberships in the Partnership for Peace are taken with consensus on the part of the decision-making body, the North Atlantic Council”, he said.
As for dialogue on May 13th in Brussels, Gjonbalaj says, it should not be speculated whether there will be agreements. He said the dialogue had even before Prime Minister Albin Kurti and would still be there, but he did not want to speculate about the outcome and positions of the parties in the dialogue.
“Speculations about the result of the Kosovo dialogue -- Serbia has much, but I would not speculate about this”, he said.
NATO, he says, has a clear goal, it wants the agreements reached to be met, both by Pristina and those from Belgrade, but what the results of this agreement will be, it depends on the participating parties in the dialogue.
“NATO has always been what has encouraged the parties to find comprehensive solutions that would go in favour of both sides so that Kosovo can open the doors of membership in international organisations that are at the moment stalled, such as visa liberalisation, membership in EU financial mechanisms, which are key to Kosovo's development and to that of membership in the Partnership for Peace”, Gjonbalaj said.
As for the Kosovo dialogue, Serbia Gjonbalaj said that the commitment of American and European diplomacy has recently given him a new push, perhaps the dialogue will be permanently closed and moved forward.
“Without concrete results, no movement is expected from the two institutions in Brussels, such as the NATO EU.”
As for membership in the Council of Europe, this is another process, I think this would be a very important step for Kosovo.
