The group of companies “Damastion Project” & “Via Egnatia”, contracted by MMPHI, in 2020 had eroded asphalt for several miles on both sides of Pristina's National Path, namely in the midst of the villages of Lapusnik. And now, ironic is that despite poor work, the same company is expected to be rewarded with tenders again for maintaining Kosovo highways.

The company is not paralysing the route in question, since when it offered for a tender, it had not been realized that there would be a need for asphalt, only for maintenance. So he had put the price “on the ground” at the asphalt position. Exactly five cents had put the offer for m2 for the asphalt spread, while other maintenance elements had swollen prices. Finally, the cheapest company had been released and had been awarded contracts.
The new MMPHI procurement leadership has decided to repay again with tender for maintenance of the company's highways in question. That Trio includes “Company Eskavator”. Unlike last time, when the company had set prices of 5 cents per m2 per m2 per asphalt to 4.5cm, we have learned that companies have now set prices of about 7 euros per m2.

On February 17th, 2022, the Ministry's procurement has opened a framework tender for 36 months of high value with open procedure, the type of service for “Summer and Winter Preservation of the A7 Highway (Ibrahim Rugova), tear 1 and 2 and summer and winter maintenance of the A6 Auto (Arber Xhaferi) tear and 4”
The projected value of the contract for three years is 16m of $434 thousand.
Initially, the demand in the tender file for the four parts has been for companies to offer at the price of the entity. But seeing that the framework tender for services does not allow this form of entity bidding, but in quantity, the ministry's procurement has corrected the tender file and has decided that calendar year offers 2022-23, and 2024-2025 are allocated at the price for quantity, while companies' offers for the 2023-2024 calendar year are placed in quantity. In a word, this job has made the tender file, namely, the size part where dozens of items should be bought by the ministry (from salt to the appearance of asphalt, or mowing grass).
The ministry has accepted a total of 18 bids for the tender. 14 of them were a group of companies, while only four of them were competing as single companies. Most contestants have applied for four parts.
The ministry's procurement, which is led by manager Nexhat Krasniqi, has opened offers and recommended contracting these companies.
Lot 1 has won the Group of Company leaders “Lake Company” KPS & “Lake Trade”
Lot 2: Group of companies with company leader “2A Group” KPS & NNT “ABC” KPS & “B CORP” KPS & “J UBICA” KPS.
Lot 3. Group of companies, with company leader “Damastion Project” shpk & “Via” & “Company Eskavator”.
Lot 4. Group of companies with company leader “Arbotec” KPS & “Arbotec GMBH” Dega in Kosovo.
There have been companies that have offered cheaper than these recommended groups, but are excluded from the race for various reasons because they have not met the requirements.
What was the 2019 contract?
Early in July 2019, the Ministry of Infrastructure had signed a framework contract for three years called “the routine and winter maintenance of the A7 auto (Ibrahim Rugova) and A6, from the A7 A6 crossroads to the joint in Konjuh, as well as the National N9” route.
The contract was divided into two tears.

The intervention for this position was preceded at 1200m2 at a price of 14,400 euros. 99 thousand euros was meant to be cleaned up and washed at least 2 times a year of district space for 165km, which amounted to 600 euros per cent.
Article 9 of this contract has to do with “Cutting the contract from the Contractable Authority”. It clearly shows when unilateral contracts can be cut off on the part of the Accounting Authority.
“9.1 The contracting authority can, after providing 14 days of warning services provider, cut the contract into one of the following cases:
The Service Reference fails within a reasonable deadline of warning given by the contracting authority that requires it to avoid any neglect or failure to fulfill its commitments under the contract, and which seriously affect the proper and more time of service realisation. So, the Accounting Authority -- the Ministry of Infrastructure, has not applied this under the contract. On the contrary, in the new tender it has again recommended for contract the same company, but now it will be engaged in another part, it's the segment from the A7/A6 highway cross with N2 national road, the Veternik crossroads to Ferizaj's key.
Periscop has managed to see financial offer The company “Damstad” which is recommended for tears 3“, which has to do with the fulfillment of the parameter. Now in the new offer, on the asphalt layer, the company has set a price of 6.80 euros per m2 for the new SMA circuit layer, 16 with an average thickness of 4.5cm. Periscope has seen that the company has not placed prices at about 200 items, as requested in the tender file. Thus, it has left most of its size unfulfilled.
