The EU agreement to cut most of Russian oil imports would force Moscow to offer others crude oil at a lower price, according to the bloc's top diplomat, Josep Borrell.
“We are the most important client for Russia”, Borrell said as he arrived on the second day of EU leaders' talks.
The goal is for Russia to have fewer financial resources to feed its” war machine, he added.
