Zelenskyy said 120,000 civilians have been blocked from leaving the southern town, surrounded Thursday.
The town has faced major Russian bombings since the outbreak of war with Russia in late February, with thousands of people allegedly dead.
Countless others have remained without access to food and running water, with electricity supplies and internet connections cut off for weeks.
Zelenskyy said Ukraine has offered all options to Russia to help safely transition troops and civilians away from Marioupolis.
However, he said he is still waiting for Russia's response.
Earlier, Russian Defence Minister Sergei Shoigu said Moscow controls most of Marioupolis, but Ukrainian troops remain in part.
The remains of the city's Ukrainian defence forces have been sheltered in underground bunkers at the Azovstal steel plant, along with about 1,000 civilians.
