In his last speech, Zelensky urges the West to go further and boycott the use of Russian oil.
He says failure to agree on an embargo is costing Ukrainian people lives, reports the BBC.
Russia is the world's third largest oil producer, with more than half of its exports going to Europe.
Russian imports make up 8% of total oil demand in the United Kingdom and 3% in the US.
Zelensky says the Kremlin is gaining so much from oil exports that it does not feel the need to take peace negotiations seriously.
He adds that he will continue to insist that Russian banks must completely secede from the international financial system. /abcnews. al
