Russian President Vladimir Putin has appointed a new general to lead the war in Ukraine, while his army changes plans after failing to take over Kiev, according to an American official and a European official.
Officials told CNN that appointed is Army General Alexander Dvornikov, commander of Russia's South Military District.
“With this Russia accepts it is continuing extremely badly and that they must do something different”, the European official said.
A new commander with extensive combat experience could bring another level of co-ordination to an attack now expected to focus on the Donbas region.
Dvornikov, 60, was Russia's first commander of military operations in Syria after Putin sent troops there in September 2015 to support the government of Syrian President Bashar al-Assad. During Devornikov's command in Syria from September 2015 to June 2016, Russian planes backed the Assad regime and its allies as they surrounded the rebel-controlled Alepon, shelling neighbourhoods and causing many casualties. The city fell to Syrian government forces in December 2016.
Russian forces have used a similar harsh approach in parts of Ukraine, hitting residential buildings in large cities and destroying most of the city of Marioupol.
“We will see how effective this will be, said the European official. Russian “Doctrine, Russian tactics remain almost as they have been since Afghanistan. ”
The European official described it as a self-imponsed <x0thofts”, which could lead the Russians to make additional mistakes. But this could also lead Russian forces to commit more atrocities, as allegedly happened on the outskirts of Kiev, Bucha, while under Russian occupation. The bad subx2> of these war crimes will remain above these Russian armed forces for many years”, the official said.
The appointment of a new general commander for Russia's war in Ukraine may be an attempt to establish a more timely strategy. CNN reported earlier that Russia had no commander for operations in Ukraine, meaning that units from various Russian military circles have functioned without co-ordination.
