If the executive does not respond to the assembly, this initiative (project) by opposition deputy Bekim Haxhiu enters parliamentary procedure. The head of the Assembly on March 21st has been proceeding with the request in Government, and the deadline for review is 1 month. From the government and the Ministry of Finance, Labour and Transfers have not indicated when a response to the issue is expected to be returned.
However, former Finance Minister Haki Shatri thinks it would be wrong and harmful, even a withdrawal of savings from RRUST.
While Shatri points out that the Government has other options to help its citizens, it has called for urgent action from the executive to soften its citizens, as he says the major impact of price hikes on essential food products.
According to him, attracting savings from T RUST has negative effects on citizens, until it emphasises that the main beneficiaries will be traders raising prices constantly.
And if there are 2 billion and 200 million euros in RRUST, 30 percent is over 600 million euros. This could present the problem, because these tools are broken out in international financial institutions, long-term. So we need to be careful about stability and the security of Trust tools, because that's money from citizens in trust. The other issue is that in this crisis situation, it is required that the most experienced contributors to (spent) their money prematurely, instead of saving them for old age... If we spend it, once on 10 percent, and 30 now it's 40 percent. And if restored by the government, it means that the government is increasing public debt, which has also grown significantly in 2021 and that it has been unplanned in 2022, public debt to increase 800m euros, which is amounting to 26 per cent of GDP, which is the economic growth of public debt without impact... The impact, as money is released in circulation, citizens within weeks spend 10 days on daily household consumption for basics, for living. While commercials use these cases to increase prices, and they are spent very quickly and do not have any kind of economic development effect... If citizens spend their money, it will be very harmful, because tomorrow people will have the return of Trust's much smaller” tools, he points out.
Former Minister Shatri is demanding urgent action from the Government for the country's crisis caused by high inflation of 7.5 per cent.
The time to operate the government is very urgent. This situation creates a favourable situation for the government if it stays that way without acting, because budget revenues increase because of price hikes, because this way increases in VAT revenues from legal budget sources. On the other hand, the revenues are not taken from the sky, but from the citizens... Therefore, it must be done immediately so that the consequences will be softened. We're not saying it's the fault of this government that prices have increased and that international circumstances have been created with the rise in prices for oil, energy, but also all other products of import and local products. The first action we think should be taken is that immediately, by reviewing the 2022 budgetary Law, and, in addition to before, the parameters are new in line with the circumstances created. Budget revenues increase, but must also be acted on changing expenditures that include social transfers and adapting to this figure of inflation”, he points out.
In addition to the high cost of oil, bread, oil and other products, Shatri has demanded a reduction in excises for oil and the removal of TVS for the necessary articles for citizens.
Without interference in the Trust, there are many other spaces and other resources that can be used and not damaged (contributions) Trust... on the other hand there can be prudent policies related to fiscal policies. Now when the price of derivatives is up, a temporary reduction of the excise on oil and essential items for citizens can be made until the situation is stable. So there's a lot of government opportunities to act, so much it wants to ease this trend of exacerbating the situation and the social situation of citizens”, he says.
