Anti-Cavid measures: So that which was destroyed, and that which remained behind.

The government of the Republic of Kosovo at today's meeting has decided on relief measures in terms of COVID-19. According to the Government, decision on counter measures COVID-19 is based on assessing the intensity and capacity situation of the health system to respond, but assessing them also in light of [...] effects.

According to the Government, decision on counter measures COVID-19 is based on assessing the situation of the intensity and capacity of the health system to respond, but also by assessing them in light of the effects of these measures that can have on society's overall welfare and individuals.

With this decision evidence required to enter Kosovo, such as the certificate of vaccination for full vaculation with two doses or a dose of Janssen (J&J) vaccine that has not been spent more than 12 months on taking the last dose, the certificate of vaccine with a dose accompanied by the RT test- Negative PCR for COVIED-19, no older than 48 hours, evidence that the person has passed COVID-19 in the last 90 days (test RT- The positive PCR released 2190 days), evidence that the person has received the third/enforced dosage or evidence of the RT-PCR negative test for COVID-19, no older than 48 hours.

This decision recommends wearing a mask by covering the nose and mouth in closed environments, but limit has been lifted to use only 50 percent of the internal spaces in gastronomials.

“Gastronomy services are allowed to develop their activity. Customers and gastronomial staff must possess any of the supposed evidence at 2.1 and 2.2 in order to allow access to the closed spaces of the premises, in line with the appropriate guide, except those under the age of 16. In gastronomial bars it is mandatory to appoint one or more responsible persons who will check any of the claims at 2.1 and 2.2. Gastronomial services are allowed to carry out their activity according to their regular schedule, in accordance with Article 40 of Law No. 2004/18 for Internal Trade, relevant municipal regulations and relevant Guides issued by the Ministry of Health. Each table should be equipped with disinfectant that contains at least 60% alcohol”, says the decision with measures in place.

The ease of measures also involves businesses and other activities organised in Kosovo.

For general and special measures for control, prevention and fighting of COVID-19 pandemic

. [Territorial implementation]

1. This decision applies throughout the territory of the Republic of Kosovo.

B. [Protection and security at work]

2. All employees of public institutions, central and local public enterprises, private businesses, organisations and other subjects should possess one of the following evidence so that they can be allowed access to the workplace:

2.1 vaccine certificate with at least two doses or a dose of Janssen vaccine against COVID-19;

2.2 Those with medical evidence from the medical doctor in the field that they have counterindications and are released from the vaccine, should have the RT-PCR negative test for COVID 19 no older than a week;

3. The highest administrative employee, or equivalent positions, public, private institutions, as well as other subjects, is obliged to appoint one or more responsible persons who will control ownership of any of the evidence cited at 2.1 and 2.2.

C. [General measures of protection and hygiene]

4. Public and private institutions, as well as other subjects, are subjected to holding hand disinfectant and a quantity of masks at accessable locations at the entrance of the object as well as in domestic environments.

5. Public and private institutions are occupied, as well as other subjects that, at the entrance of each object, place visible signs of behavior rules for protection from COVID-19, including the sign of the recommendation for wearing masks, respect for distance of a (1) metre, and promotional signs for vaccine under the design of the Health Ministry.

6. responsibilities of public and private institutions and other subjects are under way to perform disinfectation and ventilation of closed spaces.

7. Covering the nose and mouth in closed environments is recommended.

8. All public and private institutions, as well as other subjects, are committed to appointing an employee who will monitor implementation of the measure defined at 2.1 and 2.2.

C. [Institutions of Education]

9. The educational and educational process in pre-school and daily institutions is conducted according to recommendations for IKSHPK's pre-school institutions.

10. The educational-instructive process in all pre-university education institutions of all levels, as well as in the daily residence centres, takes place in line with MASTI Guide for organising the learning process in the terms of the Covid-19 pandemic. Task forces of educational-educative institutions decide on applying scenarios for organising the education process, depending on the situation in the institution and in the classroom.

11. The students in order to allow you to register the dorms must possess any of the supposed evidence at 2.1 and 2.2.

Twelve. Students in public and private university institutions must possess any of the evidence cited at 2.1 and 2.2. To allow access to the facility.

13. The staff of all public and private institutions at all levels of education, including pre-school and day-to-day institutions, must possess any of the supposed evidence at 2.1 and 2.2 in order to be allowed access to the institution's facility.

14. The highest administrative employee, or equivalent position, of each institution at point 11, 12 and 13, is obliged to assign one or more responsible persons who will control ownership of any of the claims at 2.1 and 2.2.

D. [Present for social and pension schemes]

15. The Ministry of Finance, Labour and Transfers is instructed to free all beneficiaries of social and pension schemes managed by MPT from regular appearances to relevant offices for ID purposes, as required with relevant laws.

Goat. [Confirming public and private meetings]

16. House meetings are allowed (workers, meetings, seminars, trainings or other gatherings). In addition to those under the age of 16, participants are obliged to possess any of the evidence cited at 2.1 and 2.2. in order to allow access to these environments, and the organizer is obliged to provide a three - foot [12 m] physical distance between people and checking corresponding evidence.

17. Assemblys of the Parliament and Government are allowed regardless of the number of people, recommending that they wear masks and a physical distance of four feet [12 m] between people.

18. Cultural gatherings and events are allowed in an external setting. The organiser is obliged to ensure respect for the measures, including keeping the 1m physical distance between people and presenting any of the supposed evidence at 2.1 and 2.2, except participants under the age of 16.

Nineteen. Ceremonies and religious rituals are allowed to carry out their activity on the condition that they possess any of the supposed evidence at 2.1 and 2.2. in order to allow access to closed spaces, in line with the relevant guide, except those under the age of 16.

E. [Workers and Other Organizations ]

20. The event of nightclubs is allowed, as well as the organisation of festivals, concerts, walks, pilgrimages, weddings, engagements, family and social parties throughout the territory of the Republic of Kosovo.

21. The subject managing the event is obliged to appoint one or more responsible persons who will check any of the supposed evidence at 2.1 and 2.2. In each entry of the object and monitoring general measures.

22. Customers and staff must possess any of the supposed evidence at 2.1 and 2.2, in order to allow access to closed local spaces, in line with the appropriate guide, except those under the age of 16.

G. [Gastronomia]

23. Gastronomial services are allowed to develop their activity. Customers and gastronomial staff must possess any of the supposed evidence at 2.1 and 2.2 in order to allow access to the closed spaces of the premises, in line with the appropriate guide, except those under the age of 16.

24. In gastronomial bars it is mandatory to appoint one or more responsible persons who will check any of the claims at 2.1 and 2.2.

25. Gastronomial services are allowed to carry out their activity according to their regular schedule, in accordance with Article 40 of Law No. 2004/18 for Internal Trade, relevant municipal regulations and relevant Guides issued by the Ministry of Health.

26. Each table should be equipped with disinfectant that contains at least 60% alcohol.

G. [Commercial centres and other economic operators]

27. Commercial mall activity is allowed according to their guides.

28. Customers and staff at the shopping mall should possess any of the claims at 2.1 and 2.2 so that you can access the facility, except those under the age of 16.

29. The subject that manages the shopping mall is obliged to assign one or more responsible persons who will control the possession of any of the supposed evidence at 2.1 and 2.2 at each entrance of the mall.

H. [Works side]

Thirty. In public, private, and other subjects, employees/personel, who have direct business with clients (including, but not being restricted, barbers, taxi drivers, employees at margins and banks etc.), should own any of the evidence at 2.1 and 2.2 so that you can access the workplace. One or more responsible individuals are under obligation to check possession of any of the supposed evidence at 2.1 and 2.2. E - form payments are encouraged instead of cash.

31. The individual responsible of the public institution, private or other subjects, is obliged to stop alignment or rally in and out of the working/business environment, unless at least 1m physical distance is maintained by other groups of people.

I. [public and international transport]

32. The wear of the mask on public and international transportation is recommended.

33. Travelers' road transport operators are allowed to work on the seating capacity.

34. The staff and passengers of road transport must possess any of the evidence cited at 2.1 and 2.2 points in order to allow activity, respectively, to travel in public and international transport vehicles, except those under the age of 16.

35. Each operator is obliged to appoint one or more persons responsible for any road transport means, which will control passengers for possession of any of the supposed evidence at 2.1 and 2.2.

J. [Tathrot, Libraries, etc. ]

36. Libraries, museums, cinemas, theatres, youth centres, culture centres with groups or other similar MKRS or Communist institutions are allowed to work according to the space/representation of the respective objects. Keeping a mask and a physical distance of three feet [12 m] between people is recommended.

37. The users of activities, according to the 36th point, should possess any of the supposed evidence at 2.1 and 2.2. in order to allow access to the facility, except those under the age of 16.

38. In activities according to 36 points, one or more responsible persons should be appointed by decision who will control possession of any of the supposed evidence at 2.1 and 2.2.

K. [Sport and recreation]

39. The organisation of sports events and exercises pertaining to protocols and recommendations of world organisations for organising sports events and with protection measures of the Government of the Republic of Kosovo.

Forty. The presence of viewers according to the capacity of the object or sports space (stadium, sports halls, pools, other closed spaces) is allowed in contestary activities in closed and external spaces, respecting the distance size of three feet [1 m] and other protective measures.

41. Viewers in contestary activities in closed or external spaces should possess any of the evidence cited at 2.1 and 2.2.

Forty-two. Race organisers are obliged to appoint individuals responsible for controlling the possession of evidence according to 2.1 and 2.2, as well as to take specific measures, in line with international protocols, for mass management (phosis) before, during and after entering the sports space.

43. The exploitation of finals, gyms, and similar activities is allowed. Clients and staff should possess the evidence defined at 2.1 and 2.2th point of this decision.

44. Each gym, gym, and similar is obliged to assign at least one employee who will control the possession of any of the supposed evidence at 2.1 and 2.2.

45. Establishing information signs and disinfectors (or other cleaning tools) on each master's device with the purpose of self-awareness and disinfecting them from each customer after use is activated.

M. [Hollies]

46. To enter the thermal bath, customers and staff must possess any of the supposed evidence at 2.1 and 2.2 of this decision, except those under the age of 16. The assignment of at least one employee who will control the possession of any of the supposed evidence at 2.1 and 2.2 points is allowed.

L. [ Personal data and how to check evidence by 2.1 and 2.2

47. The appointment of authorized persons or employees authorized for checking any of the evidence by 2.1 and 2.2 is made through the decision of the authorized person's name and surname. These people must be identifiable through the ID card and their names will be posted at the entrance of the institution, shopping malls, gastronomy bars and any other business.

48. The presentation of the wish mentioned at point 2.1 and 2.2 is made in a form that does not allow authorized persons or services authorized to control their possession, maintain, store, register or process data that consists of evidence in any form unless the subject of data has given its consent in written form to process these data.

49. Authorized and named individuals to check the testimony mentioned at point 2.1 and 2.2 in cases where the subject of data has given its consent in written form to process these data, are not allowed to keep data or reuse them for other purposes, in addition to completing the possession of evidence, in public health interest, and in the only purposes of combating the spread of the COVID-19.

M. [Heasters and clarifications]

50. The Ministry of Health is committed to changing and completing temporary, general, and special guidelines for preventing and fighting COVID-19, as follows:

50.1 Speed Guide for application of general measures for preventing and combating COVID-19;

50.2 Acting guidelines for the personal services sector and businesses, industry, public administration and NGOs;

50.3 Acting guide for educational institutions of all levels;

50.4 Acting guide for gastronom, hotel, retail sector and shopping malls;

50.5 Early guides to religious gatherings, funerals, workshops, and cultural activities;

50.6 Early Training Guides, Gyms and other recreation and sports;

50.7 Acting Guide for Public and International Transport;

50.8 Early guidelines for health care institutions;

50.9 Early Civil Aviation Guides;

50.10 Acting Guides for corrective institutions, asylum centres and foreign maintenance;

51. Guides from 50 points are mandatory for all persons and sectors to which they apply.

52. The Ministry of Health is engaged in the need to clarify the points of this decision.

N. [Zeighing]

53. The Minister of Health is engaged, The AUV and the Kosovo Police, in co-operation with municipal emergency headquarters, to oversee the implementation of this decision and hand over the weekly report to the Prime Minister's Office (every Friday until I600 hours).

54. The Ministry of Health, KSKKKK and IKBPK are subjected to the Office of Prime Minister the weekly report (every Friday until 1600) for the implementation of measures, the state of health institutions, the epidemiological situation and predictions for the following two weeks.

55. The Ministry of Health is occupied that, based on Law No. 07/ L-006 for the Prevention and Combating of COVID-19, on the territory of the Republic of Kosovo to issue operational decisions depending on the epidemiological situation and IKPK recommendations.

56. Kosovo Police and Inspectors responsible for overseeing the implementation of measures, other decisions and relevant guidelines in implementing Law No. 07/ L-006 for the Prevention and Combating of Pandemia on the territory of the Republic of Kosovo.

57. For violators of the masses, competent organs are obliged to pronounce penal measures according to Law No. 07/ L-006 for the Prevention and Combat of Pandemi-19 on the territory of the Republic of Kosovo and other laws in force.

58. The only authority that can interpret this decision is the Ministry of Health, so any other institution can provide clarifications to the respective categories for which this decision is applied, only after the health ministry's adoption of that clarification.

Public health conservation measures and protection from COVID-19 have proved vital to restrict the spread of COVID-19. According to recent reports by the National Institute of Public Health of Kosovo, the epidemiological situation with COVIDD 19 in Kosovo is stable, but the risk remains because the Omitron B variant. A.1 and B.A.2 is dominant. On November 26th, 2021, OBS has announced the release of the new version called Omitron as a disturbing version requiring increased vigilance in epidemiology monitoring, as well as implementation of measures such as vaccines and non-magic measures to prevent the spread of COVID-19.

On December 26th 2021, the version of SARS-CoV-2 Omitron in Kosovo has been detected in the microbiology laboratory at IKSC. In such a situation, referring to current data on the epidemiological situation, the rate of spreading and recommendations of the IKPK, as well as the capacity of the health system and public health services, the Government has undertaken measures aimed at preserving public health, and preventing the distribution of COVID-19.

Based on available scientific data, the dangers of spreading COVID-19 are reduced in people who are fully vaccinated and with reinforcement. So the government has taken restrictive measures, with gradual openings aimed at controlling and preventing the distribution of COVID-19 in activities that unite a large number of people in the same country, and in which physical distance conservation is difficult and thus present an increasing risk of spreading the virus. Recent scientific records show that vaccines are the most effective tool in preventing serious forms of disease and death.

The measures taken are proportional to the health risks caused and appropriate to the circumstances of time and country and based on authorizations of Law No. 07/ L-006 for the Prevention and Combat of Pandemia Covid-19 on the territory of the Republic of Kosovo. Measures taken through this decision do not determine, in no case, the obligation of mandatory vaccine, since restrictions imposed on the public can be met with the presentation of the status of vaccine.

Decision to Measures Against COVID-19 is based on assessing the situation of the intensity and capacity of the health system to respond, but also by assessing them in light of the effects of these measures that can have on society's overall welfare and individuals.

The Health Ministry has co-ordinated decision-making with the entities' parties, which have been directly or indirectly influenced by pandemic. The government notes that these sides have exercised their right to democratic influence in decision-making, in accordance with Article 45.3 of the Constitution.

The measures specified in this decision serve to keep the epidemiological situation under control but do not rule out the possibility of taking new restrictive or extenuating measures.

Therefore, on the basis of recommendations provided by the IKKPK, the ministries of the line, the Intellre parties and relevant experts were placed as in the device of this decision.
