The news revealed the presidential adviser, Olexey Arestovych, writes Sky News, follows Periscopi.
The town is located in the Kharkiv region, where fighting has been fierce since Russia began its invasion 12 days ago.
While the analyzers predict that Russia has enough resources to participate key parts of Ukraine, holding them may be more complicated with potential for an extended guerrilla struggle.
The offensive forces also have to leave behind troops to maintain their acquired territory, the force moving forward goes weaker.
Meanwhile, farther south, a section of the Ukrainian port of Olvia has been hit by a military attack.
No one has been injured by the attack on the Black Sea port, which is in the Mykolaiv region.
