The UN and its partners have provided food for hundreds of thousands of people, but the security situation has made it difficult to reach certain areas.
The statement comes after both sides have accused each other of obstructing the safe evacuation of civilians.
Ukraine's ambassador to the UN has accused Russia of shelling humanitarian corridors, blocking civilians from fleeing to Europe and preventing sending life rescue aid.
But Russia's ambassador to the UN has denied the accusations, claiming without any argument that Ukraine is what is hindering safe corridors for civilians.
Griffiths told UN Security Council members that his office has already sent a team to Moscow, hoping it will reach the most endangered in Ukraine.
