The bill also envisions reviewing Russia's role within the World Trade Organization.
Meanwhile, the reauthorisation of the Magnitsky Act is also provided to strengthen sanctions against Russia for human rights violations.
The outcome of Wednesday's vote was 414 pro and 17 against, including two Democrat representatives, Cory Bush and Ilhan Omar, representing Missouri, respectively.
The Republicans also voted against 15 representatives.
