According to foreign media, prior to a visit to Moscow, Macron called for a new “balance that would protect European states, but would also pay respect to Russia.
He reiterated that Ukraine's sovereignty was not for discussion.
Russia has gathered troops at the Ukrainian border, but denies planning to invade.
Moscow has made a series of requirements, including for NATO's defence alliance to rule out the possibility of Ukraine's membership and reduce its military presence in Eastern Europe.
Western countries have rejected this, instead suggest other areas of negotiations, for example talks on cutting off nuclear weapons.
Before leaving Paris, Macro told Journal du Dimanche that Russia's target was not “Ukraine, but a clarification of the rules... with NATO and the EU”, broadcast the telegraph.
He said his dialogue with President Putin is likely sufficient to prevent the outbreak of military conflict, and that he believed Putin would be open to discuss broader issues.
