The motion appeared on the ministry's 20 December website.
MHG was created in 1976 by known dissidents of the time, in the home of Soviet physicist and dissident Andrei Sacharov.
Group members were arrested or forced to leave the country after the MHG was established.
The group revived its activity in Russia in late 1980.
